Description

This is a market survey in support of the Federal Aviation Administration s interagency agreements through AML. This announcement is seeking to identify potential sources and obtain insight into current capability, capacity and coverage provided by the market conditions for helicopter transportation services. Services would primarily be used to support conveyance of small work crews of 2 4 personnel for the purposes of performing preventative maintenance at remote tower locations across the continental United States and other areas as determined necessary. Other areas are anticipated to be limited to Hawaii, Alaska and Puerto Rico. It is also anticipated that services would also be used for transport of office personnel to scope future projects and installing new assets by larger work crews 3 8 personnel. Interested vendors should consider the type of remote site and available information in preparing responses. The anticipated service will be performed in a variety of terrains, altitudes and times of year. Primary utilization will be for remote sites in warmer climates where year round access can be provided with impact from winter weather or winter precipitation accumulation. States to consider in southern regions, but not limited to: California, Arizona, New Mexico and Texas. As required to meet mission objectives or contractual requirements transportation services to remote sites in northern states will be required. States to consider in northern regions, but not limited to: New York, Vermont, New Hampshire, Maine, Washington, Oregon, Idaho and Montana. It is anticipated that remote sites in northern states will be limited in site access to the period of late spring, summer and early fall months (i.e. June through October). Given the condensed operational window to maintain or upgrades northern sites shorter planning periods may be experienced in coordinating transportation. Each remote site is unique and each site trip is equally unique because of the frequency of the visits, local weather for that period of year, altitude and inventory of necessary equipment, materials and personnel being transported. Given the variability of the transportation services it is anticipated that access to a range of helicopter sizes and weight capacities will be needed. There is no preference as to whether the interested vendor provides transportation services directly or indirectly. However interested vendors must have a demonstrated experience with providing transportation services to remote locations. Ideally interested vendors would have a fleet or access to a fleet that provides capability to support planning trips for groups 4 to 6 in size with carry on luggage, preventative maintenance trips for groups 2 to 4 in size with 500 to 1,000 lbs of equipment and corrective maintenance trips for groups 3 6 in size with minimum of 2,000 lbs of equipment. Larger weights may be experienced for corrective maintenance site visits pending the scope of repairs/install. It is also anticipated that the capability of the pilots provided be sufficient and competent to meet mission requirements. Interested vendors should consider that the landing zone for each site may range from a constructed pad with markings and lightning to cleared space without markings and lightning and may not be able to support all sizes of airframe. Given the proximity of the landing zone to the remote site personnel drops may require all day standby time to allow work crews to walk and climb into site to perform services. Where access on foot from landing zone is significantly inhibited by site topography, pilots will be required to provide one to several material drops/pickups by long line and/or sling load to support mobilization and demobilization of work crews on a daily basis and project start through project completion. This will require daily coordination on ability of craft to make trip in site conditions and with work crew on number of trips to be made. The responses to this market survey will be used for informational purposes only. This is not a screening information request or a request for a proposal of any kind. The FAA is not seeking or accepting proposals at this time but is interested in collecting information related to logistics and cost of services. The nature of any resulting competition has not been determined. However, responses from small business community are encourage. Eligible small business, service-disabled veteran-owned small business, or eligible socially and economically disadvantaged business, that are certified by the SBA for participation in the SBA s 8(a) Program, with the capability to provide the service and deliverables should include their eligibility information. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendors expense. Interested respondents are requested to address the following topics in their response: Helicopter Transportation Services: Current Market Conditions Overall Coordinating & Flight Requirements Safety References & Standards Fleet Type with Personnel and Weight Capacities Mobility and Geographical Availability Interested as a direct service provider or as a pass through service provider Emergency Response Capability Rough Order of Magnitude (ROM) for hourly cost of pilot, airframe, fuel and administrative support Points of Contact (POC) of Partners In addition, the following information should be included with your response: Capability Statement of Your Firm Current Services Available and Whether Your Firm has Provided Similar Service in the Past Dollar Value and Type of Services Provided by Your Firm under Previous Contracts Number of Years in Business Performing Service Identified in this Announcement Clearly State Whether Your Firm can Provide all of the Service Listed or Cover Geographical Responsibility Expected Programmatic Approach Personnel Performing Service All responses to this market survey must be received by 2:00 p.m. CT, August 06, 2018.
