VETERANS AFFAIRS MEDICAL CENTER, WILMINGTON, DE GENERAL INFORMATION FOLLOWED BY A TENTATIVE STATEMENT OF WORK NOTICE: This is not a solicitation but rather a Request for Information (RFI) (Sources Sought) to determine capability of potential sources and is for information and planning purposes only. Veterans Health Affairs, Network Contracting Office 4, is issuing this request for information/sources sought notice in order to identify capable firms to provide units for physical and occupational therapy which can deliver continuous cold and intermittent pneumatic compression therapy treatment for the Wilmington, DE VA Medical Center. The units must be rated for commercial use to withstand heavy use be within hospital specification standards. Responses must be submitted by COB July 30th, 2018. Submit responses to the information requested above via email to rashaun.thomas@va.gov. All SDVOSB and VOSB firms that respond shall include proof of CVE certification via www.vip.vetbiz.gov. All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond to this source sought notice for market research purposes, and shall include as part of their response a brief capability statement that covers the information in the following tentative statement of work. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses. Accepting information on selecting more appropriate NAICS and PSC codes. Tentative/Sample Statement of Work: Background: The equipment must be/have: Deliver pneumatic compression that can be varied with 4 different settings to fit the patient s tolerance ability from none to high as well as variability in temperature settings to allow 3 ranges of cold from least to maximum. Must include the following features: On on/off power switch with on/off volume ability and variable time settings. Alarms will sound even with volume off. Ability to use a Manual Mode vs a Program Mode with 6 different programs to choose from. Pressure level cycles from 5mmHg up to 75mm Hg. Have a display which shows sleep time and run time and icon codes. Have a display which shows actual vs target temperature. Come with a variety of sleeves/wraps that are easily cleaned between each patient use and: Can be fit around an ankle, knee, elbow, hand/wrist, cervical/thoracic, lumbar, shoulder, and hip regions Comprised of an inner Heat Exchanger and outer Sleeve. Come with option for a split connector hose allowing for 2 body parts to be treated at the same time. The carts must be designed as to have the capacity to hold 2 units and hang the sleeves without undue folding or kinks. Delivery need to be made to the Wilmington VAMC Include a standard 2-year warranty. Describe equipment/supply use. If brand name items requested, must be supported by sole source justification.
