- A notice of intent to sole source synopsis (special notice) will be posted on FBO to notify the public of the Governments intent to make a sole source award for the Laboratory at Naval Medical Center Portsmouth. This sole source award is for medical supplies that the department has deemed necessary for proper patient care. This award is based upon the Leuko-Reduction Donor Bag System is the only one that is approved by the FDA. The supplies are very specific to the procedure being performed and are what is required for Laboratory to satisfy its mission at NMCP. Any deviation from the specifications of these products will increase the risk to the patient and is unacceptable to the Government. Sole Source documents are attached to special notice.
