Description
The Army Contracting Command - Redstone is issuing this sources sought notice as a means of conducting Market Research to determine the feasibility of a competitive acquisition and to identify potential sources who can complete a System Requirements Review (SRR), System Functional Review (SFR), and initiate preliminary A-kit design efforts necessary to integrate the U.S. Army's Improved Turbine Engine (ITE) onto the H-60M fleet. This engineering and technical services effort will be based on the selected ITE contractor as documented at the ITE Program Milestone B Decision and their Engineering & Manufacturing Development (EMD) engine program. The Contractor's efforts shall include assessment of integration conflicts between the engine and airframe as well as requirements traceability for hardware and software modifications and/or developments required to integrate the ITE into the H-60M airframes. The Government's intent is to issue a Task Order under existing contract W911W6-14-D-0002 with Sikorsky Aircraft Corporation. The applicable North American Industry Classification System (NAICS) code is 541715 and the size standard is 1500 employees. The Government will evaluate any responses received to determine if a competitive acquisition strategy is suitable for the procurement. Interested parties who have the capability to provide the requested services should respond to this notice with a capability statement; identification of your business size, socioeconomic status, business CAGE code, and any applicable NAICS code(s) which apply. Additionally, if the requested services have been provided or offered to the Government within the past three years, a description of the services and applicable Government contact info shall be provided. Responses must be submitted by the required response date to Laurie Pierce, Contracting Officer, email laurie.a.pierce2.civ@mail.mil (757)878-2071 and Genie Williams, Contract Specialist, email genie.s.williams.civ@mail.mil (757) 878-4078. All inquiries related to this Sources Sought Announcement shall be submitted in writing to the above named individual. Responses will be evaluated to validate the intended acquisition strategy which is to award a Task Order under existing IDIQ contract. There is no intent to issue a solicitation. Responses to the above must be emailed to the individual named above and received not later than August 9, 2018, 2 p.m. ET.
