- Source Approval Request - SAMPLE Mark 7 Main Engine Cylinders This sources sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Navy to contract for any supply or service whatsoever. Furthermore, the Navy is not seeking proposals at this time. Responders are advised the U.S. Navy will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested party's expense. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. Naval Air Systems Command (NAVAIR), Naval Air Warfare Center - Aircraft Division (NAWCAD) is seeking potential sources of a planned procurement for up to thirty-eight (38) Mark 7 Main Engine Cylinders. The Main Engine Cylinder (MEC) is a designated Aircraft Launch and Recovery (ALRE) Critical Safety Item (CSI) and requires strict quality control. The build-to-print drawings are marked with Distribution Statement D and limits availability to U.S. Navy agencies and their contractors. The MEC is used in a crucial shipboard system supporting the recovery of aircraft. The use of incorrect or defective material would create a high probability of failure resulting in a serious personnel injury, loss of life, loss of vital shipboard systems, or loss of aircraft. ALRE CSIs require special material and control procedures to ensure the product meets all requirements. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The Navy is not obligated to and will not pay for any information received from potential sources as a result of this notice. ELIGIBILITY : The PSC for this requirement is 1710; the NAICS is 333995. All interested respondents must have a Data Universal Numbering System (DUNS), be registered in the System for Award Management (SAM), and submit a current copy of your Military Critical Technical Data Agreement (DD Form 2345) to keith.welge@navy.mil in order to receive the preliminary engineering drawings. Review of the preliminary engineering drawings is required to ensure a complete response to the requirements of this sources sought. SUBMITTAL INFORMATION : It is highly recommended that interested businesses submit a capabilities statement and a source approval request (SAR) to the contracting office. The specific content and length of the capabilities statement is at the discretion of the supplier, however, the following is strongly recommended to be included: Supplier Contact Information to include: Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) name, phone number, and e-mail address. Supplier Profile to include: Number of employees, DUNS number, and Cage Code Supplier Description Supplier brochure (if available) Supplier Website If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in the specifications. Information about the SAR is attached. All interested parties are highly encouraged to submit sources sought responses, preferably via electronic mail. While the Navy will use this information for future acquisition planning, it will NOT release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Navy will not use any information provided to level your company's approach relative to another competitor. All information received in response to this sources sought is marked PROPRIETARY will be handled accordingly. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. Information provided to this sources sought in no way binds the Navy to solicit or award a future contract. Responses to this sources sought will not be returned. Respondents will be notified of the results of the review in the form of electronic mail. The response will indicate whether you have been found potentially qualified or not qualified to participate in the future solicitation.
