- Redacted J&A The Naval Air Systems Command (NAVAIR), Patuxent River, MD negotiated and awarded a sole source, Firm Fixed Price (FFP), Delivery Order N0001918F0487 under Basic Ordering Agreement (BOA) N00019-17-G-0001 with Insitu Inc., 118 E. Columbia River Way, Bingen WA, to procure ScanEagle Unmanned Air Vehicles (UAV's), spares, support equipment, tools, training, and support services in support of previously procured ScanEagle Unmanned Aircraft Systems (UASs) for the Government of Lebanon. This procurement is a follow-on requirement to the Government of Lebanon Building Partnership Capacity (BPC) Case J9-P-LBF and FMS Case LE-P-BAG for the continued production and sustainment of previously procured ScanEagle systems. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
