Rotary Wing Maintenance Test Flight Evaluator Melbourne, FL Issuance Date: 07/30/2018 Closing Date: 08/13/2018 SOLICITATION NUMBER: PSC-18-043-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. INL/A performs this mission using a fleet of fixed and rotary wing aircraft, Contractor personnel, and Government and PSC personnel. PURPOSE This personal services contract provides for a Rotary Wing Maintenance Test Flight Evaluator (RW MTFE). The RW MTFE provides maintenance test flight academic and flight instruction in all series of helicopters, oversee contractor and host nation helicopter maintenance test flight academic and flight training, and administers the Department of State Helicopter Maintenance Test Flight Standardization Program. The PSC develops, coordinates, and implements the Maintenance Test Flight Standardization Program for U.S. Government, contractor, and host nation pilots. He/she reviews, develops, implements and/or contributes to a wide variety of maintenance related plans, policies and procedures for organizing, training, and deploying aircraft assets within or to domestic or overseas locations. DUTIES AND RESPONSIBILITIES 1.Develop, coordinate, organize, implement, and oversee a comprehensive helicopter maintenance test flight standardization program. 2.Provide academic and flight instruction to pilots assigned to perform maintenance test pilot duties. Training includes the full range of maintenance procedures, theory, formal classroom instruction, and actual flight practice. Apply the "Fundamentals of Instruction" as listed in the FAA Flight Instructor's Handbook during flight training. Demonstrate the standard method of accomplishing flight tasks in accordance with the appropriate aircraft Aircrew Training Manual. 3.Evaluate DOS helicopter Maintenance Test Pilots, Contractor Maintenance Test Pilots/Maintenance Test Flight Evaluators, and Host Nation Maintenance Test Pilots/Maintenance Test Flight Evaluators. Training includes instruction in DoS flight operating rules, use of the Guide to Aviation Training and Standardization, use of the Aircrew Training Manual, use of maintenance test flight manuals, use of maintenance manuals/troubleshooting guides, and maintenance test pilot standardization program management. 4.Develop, coordinate, organize, and implement comprehensive aircraft maintenance and logistical support systems and procedures. Procedures include, but are not limited, to the DOS command directive, Aircrew Training Program, Aviation Operations Directives, DOS Guide to Aviation Training and Standardization, and INL/A SOP for counter narcotics operations in support of host nation operations. 5.Review and recommend establishment of formal courses of instruction, training aids, programs, standards, directives and related material to support the Maintenance Test Pilot Standardization Program. Through the contractor, establish maintenance test pilot training programs to ensure maximum utilization of training facilities, adherence to training standards, and avoid duplicity of training efforts. 6.Collect, review, and disseminate data on maintenance test flight procedures, techniques, and policy Maintain constant liaison with U.S. Department of Defense, Department of State, other U.S. Government agencies, and the U.S. Federal Aviation Administration, to keep abreast of current policies, procedures and rules that pertain to the INL/A maintenance test pilot standardization program. 7.Perform contract oversight of contractor helicopter maintenance test pilot training and standardization. Ensure that contractor helicopter maintenance test pilots/maintenance test flight evaluators conform to the standards of the Office of Aviation Maintenance Test Pilot Standardization Program. Prepare periodic contractor performance reports for the Contracting Officer's Representative. 8.Perform maintenance test flight duties as a helicopter Pilot-in-Command, Maintenance Test Pilot, and Maintenance Test Flight Evaluator. Flight duties include day, night unaided, and with Night Vision Goggles (NVG) in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). Actual tasks may include tactical flying (below 50 feet), contour flying (50 to 100 feet above ground level {AGL}), and low-level flying (between 100 and 500 feet above ground level {AGL}), emergency procedures training tasks, and maintenance test flight tasks. 9.Provide general direction and guidance to the contractor and host nation aviation maintenance and logistics activities and personnel for the purpose of providing adequate assets in support of destroying illicit crops and interdicting the flow of the finished narcotic products into the United States. This activity includes, but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, Federal Aviation Administration, other federal agencies, host nation agencies for the purpose of providing maintenance and logistical support to the aerial eradication and interdiction operations. 10.Perform staff functions associated with establishment and implementation of plans for all aspects of the acquisition, operation, maintenance, and logistical sustainment of the various aircraft in their respective locations. TRAINING & DISTANCE LEARNING Must complete the Contracting Officer Representative (PA 296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days after contract start date. RELATIONSHIPS The RW MTFE works under the direct supervision of the Chief, Maintenance Branch; however, the individual exercises wide latitude for independent action by initiating projects and executing approved new programs under general supervision. COMPLEXITY This position provides helicopter maintenance test pilot standardization oversight of U.S. Government, contractor, and host nation maintenance test pilots. Develops multi-national/multi-cultural helicopter maintenance test pilot training programs, plans, policies, and procedures for INL/A. Consults with INL/A maintenance and operations managers regarding ongoing projects and is responsible for providing guidance to contractor, host nation INL/A maintenance test flight evaluators and standardization instructor pilots, and oversees implementation of the program. PHYSICAL DEMANDS Work is both physical and sedentary in nature and involves activity at both the main and field locations. Physical exertion and dexterity is a possibility. As this is a flying position, the RW MTFE is required, in accordance with DoS INL/A Aircrew Training Program, to complete an FAA second class medical examination annually. SCOPE AND EFFECTIVENESS: The incumbent will perform broad and extensive duties spanning the full range of aviation maintenance test flight duties in support of the aviation mission. The incumbent will coordinate issues with a wide range of Office of Aviation and contractor officials. MINUMUM QUALIFICATIONS 1.U.S. citizen, able to obtain/maintain a DOS Secret security clearance and ethics clearance if required. 2.General knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 3.Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 4.Knowledge of maintenance test flight programs and procedures for aircraft utilized in a counter-narcotics operation; to include, the capabilities, limitations and techniques of employment of INL/A aircraft. 5.Extensive experience as a rotary wing maintenance test pilot and/or maintenance test flight evaluator in the training and standardization of maintenance test pilots within a formal Aircrew Training Program. 6.Skill in the operation of rotary wing helicopters as a Maintenance Test Flight Evaluator. 7.Experience as a military or civil rotary wing maintenance test pilot (MTP) and/or MTFE. Documented certification as a U.S. FAA Commercial Pilot Rotorcraft - Helicopter - Instrument. 8.Certification as a FAA Commercial Pilot with Rotorcraft, Helicopter with Instrument rating. 9.Qualification in military or commercial version UH-60, UH-1H, Huey II (Super Huey), UH-1N with minimum of 1500 flight hours DESIRED KNOWLEDGE AND SKILLS Experience as a military Instructor Pilot and Instrument Flight Examiner or certification as a civil Flight Instructor (CFI) and Flight Instructor Instrument (CFII). WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar. Approximately 30% of time involves travel to the field for meetings, conferences, activity reviews, and field inspections/flight evaluations. Flight duties are performed in UH-1N, Huey II, UH-60 helicopters. May be required to perform flight duties at overseas field sites under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities, therefore posing significant risk to the incumbent while at these sites. EVALUATION CRITERIA Factor 1: Test Flight Standardization - (30 points) a.Ability to develop, coordinate, organize, implement, and oversee a comprehensive helicopter maintenance test flight standardization programs for DOS. b.Apply sound flight standardization and training management and maintenance test flight expertise. c.Ability to develop multi-national/multi-cultural maintenance test pilot training programs, plans, policies, and procedures and coordinate recommendations from standardization committees. Factor 2:Contract Oversight - (35 points) a.Ability to monitor and oversee contractor test flight instruction for helicopter maintenance test pilots within a formal standardized maintenance test pilot training program. b.Ability to ensure that contractor helicopter maintenance test pilots/maintenance test flight evaluators conform to the standards of the INL/A Test Pilot Standardization Program. Factor 3: Flight Competency - (30 points) a. Ability to perform flight duties in the UH-1N, Huey II, UH-60 helicopters as a Pilot in Command, MTP and MTFE. b. Ability to perform flight duties during day, night unaided and with night vision goggles (NVG) in both visual and instrument meteorological conditions (VMC/IMC). Factor 4: Past Performance (05 points) Past performance that demonstrates the applicant's ability to perform under the contract. In conducting the evaluation, the USG reserves the right to utilize all pervious professional evaluation information available at the time of evaluation, which is provided by the applicant or obtained from other sources. L. PRE-DEPLOYMENT REQUIREMENTS 1.If applicable - Consultations with the INL Program Office may be required. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. M. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements. N.
