- 1. The United States Air Force through Air Force Sustainment Center (AFSC), Tinker AFB 73145 is contemplating Engineering Services for the PBG Oxygen Regulator Field Tester. The project will include development of the design, improvements, demonstration of their effectiveness, qualifications of the new design, updates to Government technical orders (TOs) and illustrated parts breakdowns (IPBs), and updates to Regulator Test Stand (RTS) software in accordance with the solicitation requirements and all attachments. The Contractor shall also update all internal technical documentation accordingly to support fielding of the design updates. A cost plus fixed fee type contract is contemplated. The Government intends to issue solicitation FA8118-18-R-0045 on or about 10 August 2018 with a closing response date of 10 September 2018 and estimated award date of on or about 30 September 2018. This notice does not in itself represent the issuance of a formal request for proposal and is not intended to be taken as such. Based upon market research, the Government will not be using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. In accordance with FAR 5.207(c)(16)(ii), when using the sole source authority at 6.302-1, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. 2. The requirements set forth in this notice are defined per Purchase Request FD2030-18-02123. 3. Application: Engineering Services for the PBG Oxygen Regulator Field Tester. 4. AMC: 3 / D 5. Delivery: Deliverables related to this contemplated effort will be defined in the Performance Work Statement (PWS). 9. Function: The PBG Oxygen Regulator Field Tester is a portable unit used for functional testing of aircraft oxygen regulators and connectors. It is capable of evaluating the core functions of panel-mounted regulators (including those with pressure breathing with G, or PBG, capability) without requiring the equipment to be removed from the aircraft. 11.
