Description
PLEASE FIND THE REVISED SOLICITATION ENCLOSED. PLEASE BE ADVISED THAT THE SENATE IS RELEASING A REVISED VERSION OF THIS SOLICITATION, 2018-R-055. PLEASE FIND IT ATTACHED. QUESTIONS AND ANSWERS Acquisition Support for Committee Application Suite Solicitation - 2018-R-055 Question 1: Could you define the period of performance for this opportunity? Answer 1: The anticipated period of performance is a term of three (3) months. Please see revised Solicitation, Section B.4 Term. Question 2: Has the SAA previously contracted for these services? If so, provide the name of the contractor/company performing these services. Answer 2: No, these are entirely new requirements. Question 3: Currently, what are the tools being used to perform the expected capabilities of CAS? Answer 3: Commercial products that Committees currently use to perform some the anticipated capabilities of the CAS are Legistorm by DexteraNet and a custom-built application by one of the Senate's website design vendors. Committees also use a combination of SharePoint, Box, and email to complete some of the tasks that the CAS is expected to perform. Question 4: When do you expect to issue the CAS solicitation(s)? Answer 4: Within the Q4. Question 5: Who is the acquisition executive for the CAS solicitation(s)? Answer 5: The Senate chooses not to divulge this information. Question 6: Given that two or more small businesses can do this work IAW FAR 19.5, would the government consider setting aside for Small Business? Answer 6: The Senate is exempt from all small business set asides. Question 7: On page 1 of the solicitation/contract form (Section A), block 3, it refers readers to Block 28 for the Effective Date. We could not determine where this information was located. Please provide clarification. Answer 7: Block 28 is the "Date Signed" field that will be completed once the awarded contract is fully executed by the Senate Contracting Officer. Question 8: Section B.6.1 - Price Schedule - The proposal requires hourly rates for work performed on and off-site, however, the tasks and deliverables appear to be firm fixed price. Could SAA explain the correlation between the hourly rate and the deliverables as listed? Answer 8: The Senate acknowledges that the original pricing configuration was not well adapted to this Contract. Please see the revised Solicitation, Section B.6 Rate Schedule. We ask that deliverables are referenced with regard to their specific not-to-exceed level-of-effort estimates, per Section L.5.2, Price Proposal. Question 9: Section C.3 - Tasks - "subject to approval by the SAA." Will there be a point of contact within the SAA technical staff or will contractor be required to get approval from all stakeholders within SAA? Answer 9: The Contractor will receive all Task approvals from the Contracting Officer's Representative (COR) or his designee. Question 10: Does the SAA envision what percentage of each deliverable will be performed on-site and what percentage off-site? Could you elaborate which tasks listed in C.3 are to be performed on-site and the percentage envisioned to be on-site and off-site? If the Contractor could develop the processes and technology necessary for all tasks to be performed off-site, would this be acceptable to the SAA? (See also, Section F.2, Place of Performance). Answer 10: Development of survey questions may be done offsite. Interviews should be done onsite and in person whenever possible. Question 11: Section C.3.1 - Could SAA provide the number of personal interviews envisioned by this task? Answer 11: We expect to have no fewer than 40 personal interviews. To be clear, these are separate from the surveys, which we expect to be sent to the majority of Committee staff. Question 12: Section C.3.1.1.1 - "The Contractor will then conduct interviews with Senate staff members from six to eight Committees with roles, including but not limited to: professional staff, counsel, research assistant, staff director, senior advisor, policy director, staff assistant, and chief clerk." What is the estimated level of effort (LOE) the Senate expects to complete this task? Answer 12: We expect no fewer than 40 personal interviews. Please provide the not-to-exceed estimate for this (and each) Task and the cost derivation for the LOE proposed, per Section L.5.2, Price Proposal. Question 13: Section C.3.1.2 - Are there any security restrictions by SAA for the Web-Based survey? Could contractor utilize an off-the-shelf solution such as Survey Monkey? Answer 13: There are no security restrictions. Survey Monkey is acceptable. Question 14: In H.10.1, there is a reference to Section J, Attachment J-02, there is no Section J and no Attachment J-02, can you please provide this attachment? Answer 14: Please see revised Solicitation, Section H.10.1 and Section J. Question 15: Section L.5 - Proposal Preparation: In what format are submissions expected? Are there formatting requirements- e.g., page limit, margins, font and font size, separate volumes for the six (6) items listed in Section L.5? Answer 15: Please see revised Solicitation, Section L.5. Question 16: Section L.5 - Staffing Plan: Are there any required labor categories-e.g., Program Manager, Team Lead, etc.? Answer 16: There are no required labor categories, merely on-site and off-site performed work.
