Description
THIS IS A SOURCES SOUGHT NOTICE (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although proposal, offeror, contractor, and offeror may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as proprietary or confidential, intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued for the purpose of collecting information about the availability of name brand or equal products from different sources for the desired equipment listed in the Product List that meets the corresponding Salient Characteristics. (e) Contractors that feel they have an equal product are encouraged to email full information to Deborah Sosa at deborah.sosa@va.gov. Contractors shall identify the NAICS code for the product being offered as well as their size status. Contractors shall complete the Product List for the purpose of market research. Contractors shall include the terms and conditions of the warranty for all proposed equal products. STATEMENT OF WORK VA Central Healthcare System, Fresno Warehouse Furniture Introduction Logistics is requiring furniture to retrofit the existing warehouse space to accommodate new FTEE, the warehouse is located at VA Central California Healthcare System (VACCHCS), 2615 E. Clinton Ave., Fresno, CA 93703. We will be retro-fitting this space with new furniture to meet Logistics needs. VACCHCS is focused on updating these areas to incorporate a whole hospital theme. In efforts to refresh the aesthetics, functionality, and accessibility of the warehouse, this area should be incorporated into the theme. 2. Scope of Work The scope of work includes: the quotation, manufacturing, delivery and installation of quick assembly, collapsible, self-containing systems furniture and ancillary furniture items that are approved by the VACCHCS, Fresno Interior Designer. The project consists of but is not limited to office furniture, guest seating, and storage to support the outfitting of the space. Finishes/ fabrics already selected for this project shall be taken into consideration when selecting the additional items in this contract. Vendor/ contractor shall address the needs of patient populations, such as the elderly, spinal cord injuries, Behavioral Health, and Post Traumatic Stress Disorder, etc. 3. Work Requirements Vendor/contractor shall collaborate with VA interior designer on selection of items for this contract. Vendor/ contractor will be provided a furniture floor plan. Vendor/contractor shall provide a furniture schedule with images of items selected for this project and will include a cut sheets and physical finish/fabric samples. Items selected shall be commercial grade to meet design intent and shall be fabrics/ finishes that can be wiped down/bleachable, moisture barrier. 4. Delivery Items ordered for this project shall be received by the VACCHCS, Fresno warehouse loading dock for accountability purposes. VA shall provide warehouse access for all deliveries during warehouse hours. Installation timeframe must be approved and scheduled during regular business hours. Hours are: Monday-Friday 0700-1530, excluding government holidays listed below. All deliveries need to be scheduled for Monday-Friday as well, between the hours of 0830-1600. Monday, July 4 Independence Day Monday, September 5 Labor Day Monday, October 10 Columbus Day Friday, November 11 Veterans Day Thursday, November 24 Thanksgiving Day Monday, December 26 Christmas Day Vendor/contractor supervisor shall provide contact information to include a valid phone number to the VACCHCS, Fresno interior designer and alternate representative. 5. Place of Performance VA Central California Healthcare System 2615 E. Clinton Ave Fresno, CA 93703 6. Deliverables Tentative schedule within one week of award Fabric/Finish selection Color selection Warranty Install Plan Vendor/contractor is responsible for the preliminary selection of items for this contract. Vendor/ contractor will be provided a furniture floor plan. Vendor/contractor shall provide a furniture schedule with images of items selected for this project and will include a cut sheets and physical finish/fabric samples. Items selected shall be commercial grade to meet design intent and shall be fabrics/ finishes that can be wiped down or has a moisture barrier. 9. Waste All debris shall be removed from the VACCHCS, Fresno property daily and recycled and/or legally disposed of by vendor off site. 10. Security Vendor/contractor shall require each employee carry a valid government issued ID (ex. current driver s license) to provide to the VA Police Dispatch. Police Dispatch will issue a badge that is required for VACCHCS, Fresno access for the duration of project install. Badges are to be returned to police dispatch at the completion of project install. 11. Special Consideration None. 12. Smoking Policy Smoking on government property is strictly prohibited. Contractor/ vendor shall use the smoking structure located in Parking Lot C, or smoke in outside designated areas at least 50ft away from all buildings. 13. Public/Traffic Regulations The vendor/contractor shall not park on grassy areas unless approved by the COR. Drivers must be particularly concerned with pedestrian traffic. Yield to pedestrians in crosswalks. Posted speed limits and all other traffic controls are to be observed by operators always. Seat belt use is mandatory on the VACCHCS grounds. Vendor/contractor will park in areas not designated as patient parking. 14. Warranty Warranty for furniture shall be for a period of 10 years for commercial applications for 24/7 usage, with the exception of fabric coverings. Warranty for all other items shall be for at least 3 years. 15. Payment Payment shall be issued when: the installation is complete and punch-list cleared and has been accepted and signed. All site debris removed, areas vacuumed, furniture cleaned and/or polished. Final close out binder with drawings, manufactures information, warranty, contacts, etc. must be provided. Salient Characteristics Name Brand or Equal: VACCHCS Fresno is specifying for a variety of specialty items which meets the minimum requirements for the acquisition and installation to retro-fit the Logistics department located in the warehouse. These items will consist of but not limited to: office furniture and storage. Furniture requirements and configurations shall be in accordance with the furniture layout shown below. All products and components will be new, refurbished products will not be accepted for this acquisition. Products shall be standard products shown in the most recent published price lists or amendments, unless specifically addressed in this order as custom. All products shall be commercial grade furniture for use in a healthcare facility. Any award engineering alternative that differs from the drawings and characteristics will be considered after the award. All items for consideration will need to meet specifications and drawings to provide the organization. The contractor/vendor will be responsible for all final critical dimensions prior to ordering the product. Colors and Finishes: are provided in the procurement package materials listing and are to be used as a style reference for the design intent purposes and does not imply a preferred manufacturer. Delivery, Storage and Handling: All products shall be delivered to the VACCHCS, Fresno warehouse. Storage of product prior to installation is the vendor s responsibility until the VA COR accepts complete installation.
