- The United States Government currently occupies office and technical space in a building under lease in Peoria Illinois. The Government is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost benefit analysis and to determine whether to compete the lease requirement or to determine what is in the best interest of the Government. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements, telecommunications infrastructure, and non-productive agency downtime. The offered space must meet the Government requirements for Fire, Life-safety, Seismic and Handicapped Accessibility. Property located within a base floodplain (100-year floodplain) or wetland will not be considered. The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement. THIS PRE-SOLICITATION FOR INTEREST IS FOR PLANNING AND PRE-DECISION MAKING PURPOSES ONLY AND SHOULD IN NO WAY BE VIEWED AS A COMMITMENT ON THE PART OF THE GOVERNMENT TO ENTER INTO A LEASE AGREEMENT. HOWEVER, YOUR RESPONSE/PROPOSAL COMMITMENT SHOULD REMAIN VALID FOR A 6-MONTH PERIOD. City: Peoria Ill Delineated Area: Within a 5-mile radius of the Greater Peoria Airport, Peoria Illinois. Minimum Sq.Ft. RSF 2095 Maximum Sq. Ft. (ABOA): 2100 Space Type: Office, Technical & Storage Parking Spaces: 20 (8 Government-owned vehicles and 12 employees) Parking Spaces (Reserved):8 Government-owned vehicles Full Term: 10 years Firm Term: No Option Term: Yes Environment Certificate: LEED Silver or above is preferred Additional Requirements: Energy Star: Existing buildings must have earned the Energy Star label in the most recent year or will have obtained it prior to lease award, unless the offered space meets one of the statutory exceptions listed below. o Size of lease is 10,000 rentable square feet or less; o No space is available in the delineated area that meets the functional requirements of an agency, including location needs o Agency will remain in a building they currently occupy o Lease will be in a building of historical, architectural, or cultural significance verified by listing or eligibility for listing on the National Register of Historic Places The proposed lease space shall be fully serviced. Space must be contiguous and on one (1) floor Expressions of Interest should be submitted in writing and should include the following information at minimum: o Building name/address/building ownership information o Location of space in the building and date it will be available. (date of estimated substantial completion of building shell if build to suit) o Usable and rentable square feet offered, asking rental rate per square foot, proposed TI allowance. o How the common area factor is calculated. (no common area factor will be allowed in a single tenant building). o Floor plan showing available space. o Amount of parking available. o Energy Efficiency features. o List of building services provided. Offered space must meet Government requirements for fire safety, accessibility, and sustainability standards per the terms of the Lease. A fully serviced lease is required. The Government reserves the right to reject any building that does not meet agency requirements upon submission of the expression of interest. No further notification will be required on the part of the Government. All responses to this notice must include the following information: - General information about the building owner/property management company and a brief summary of past experience and references. - Location of proposed building with descriptive information to which includes general floor plan drawings, and photos (exterior and interior). - A list of tenant names including any Local, State and Federal Government agencies (if applicable), who are currently housed within the building. - Confirmation of your ability to provide fully-serviced leases which include services for: utilities, janitorial, and building maintenance. - An ESTIMATED cost model to include base rental per square foot, projected operating expenses, and cost allowance for tenant improvement expenditures. - Identification of an architectural firm or space planner. - Total available square footage (if any), above the amount the Government is seeking.
