Description: This requirement is for a U.S. Flag Jones Act self-sustaining vessel or ABS certified tug & barge with a minimum capacity of 60 ammunition TEUs with an average weight of 30,000 lbs. and a maximum weight of 46,000 lbs. The minimum Net Explosive Weight will be 79,516 pounds. Vessel/barge must be equipped with a certified Defense Transportation Tracking System (DTTS) satellite tracking system such as OMNITRACS. Vessel/Barge overall length (LOA) not to exceed ~1000 ft. / 304.8 m, laden draft not to exceed 35 ft. / 10.1 m. 17. Place of Performance: The load port/place is Military Ocean Terminal Concord, CA, and the discharge port/place is Valdez, AK. Laydays commence and cancel 12 September 2018, and the period of performance will be one voyage. 18. Set-aside Status: The decision to release this solicitation as "Unrestricted" is based on the responses received from a recent market survey for this service. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. MSC's Small Business Deputy Director approved the DD form 2579 on 31 July 2018.
