- Solicitation Title: INSIDE PLANT OPERATIONS (ISP) in support of Afghanistan National Defense Security Forces (ANDSF). Description: Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform inside Plant Network Infrastructure Buildouts of the (ANDSF) Network Infrastructure. This Sources Sought is for informational purposes; Limited to Products or Services from Afghanistan. General Information: SOURCES SOUGHT ONLY. Limited to Products or Services from Afghanistan. Participation in this effort is strictly voluntary with no obligation incurred by the U.S. Government. The U.S. government will in no way be bound to this information if any solicitation is issued. However, this is an important opportunity for you to influence the solicitation provisions, contract clauses, our budget requests, and the full range of other elements supporting the acquisition strategy for this program. This survey, and all information herein is for informational planning purposes only and does not constitute a "Request for Proposal or Invitation for Bid", nor is it to be construed as a commitment by the U.S. Government. The Government will not pay for information submitted in response to this sources sought notice nor will the Government reimburse contractors for any costs associated with the submittal of the requested information. Purpose: Regional Contracting Command - Afghanistan (RCC-A) is requesting information on contractors capable of providing all necessary planning, equipment, labor, installation, management, material, personnel and supervision of minor construction (to include as required, installing server racks and installation or upgrade of power and cooling systems supporting communications equipment) to perform the work of the task orders issued under the awarded contract. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and three (3) 12-month option years. The Period of Performance reads as follows: Base Year Option Years 3 Place of Performance: : Afghan National Army (ANA) sites throughout Afghanistan. The proposed contract action is for services for which the Government intends to solicit and award in conjunction with policies and procedures from FAR Part 12, Acquisition of Commercial Items. Any resulting procurement action will be the subject of a separate, future announcement. This is a market research survey to determine the availability and adequacy of potential sources prior to determining an acquisition and contract strategy. The information received will be utilized by 901st CBN and RCC Afghanistan (RCC-A) in developing its acquisition plan/strategy. The information in this notice is based on current information available to date. All response submissions become Government property and will not be returned, including any proprietary information. RCC-A reserves the right to reject, in whole or in part, any private sector input as a result of this RFI. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. ATTENTION: Afghan vendors must be registered and approved with Joint Contracting and Contingency Services (JCCS) to be eligible for any future contract consideration. Information on registration and annual confirmation requirements may be obtained via the internet at www.jccs.gov. Special Qualifications The contractor must possess and maintain a minimum of a Technical and Technology Service Provider (TTSP) Licenses or higher licenses from the Afghan Telecommunications Regulatory Association (ATRA). It is the responsibility of the contractor to ensure that it possess and maintains current a TTSP or higher level license during the execution of the awarded contract. Notice: The forthcoming Solicitation will be under authority by Section 886 of Public Law 110-181: Use procedures other than competitive procedures to award a contract to a particular source or sources from Afghanistan, will be used to award to Afghan companies. Performance Work Statement (PWS) is attached for review and comments. REQUEST FOR INFORMATION: All interested parties shall submit a response that includes ALL of the following information: Contractor Name and Address JCCS Identification Number AISA License Number Cage Code DUNS Number Business Point of Contact and Title A brief and concise, no more than 5 pages, capabilities statement that demonstrates: 1) corporate experience and ability to meet the stated requirements as outlined in the Request for Information and 2) the ability to recruit, hire, and clear personnel with the required qualifications At least one (1) past performance reference within the last 3 years where your Company performed prior similar services; Agency Name, Contract Number, Contract/Project Name, Period of Performance, Contract Value and a brief description of the services your company performed under the contract. Please state if performed as the prime or subcontractor.
