- Request for Information (RFI) for Gulfstream Aircraft Procurement Commercial Derivative Aircraft Division AFLCMC/WLV (VIPSAM) 3001 Staff Drive, Post# 1AG1 104A Tinker AFB, OK 73145 Any information submitted by respondents to this request is strictly voluntary. All information received from this RFI will be used for planning and market research purposes only. Responses to the RFI become Government property and will not be returned. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted. To the maximum extent possible, please submit non- proprietary information. Any proprietary information submitted should be identified as such and will be handled accordingly and protected from disclosure. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for damages related to proprietary information that is not properly identified. Any submissions in response to this RFI constitutes consent for that submission to be reviewed by Government personnel and Department of Defense (DoD) Contractor employees supporting AFLCMC/WLV, unless the respondent clearly objects in writing to the release of this information to DoD Contractor employees supporting AFLCMC/WLV in a cover letter accompanying the respondent's submission. All Government and DoD contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. 1.0 Description This is a Request for Information (RFI) as defined in FAR 15.201(e). This RFI is issued in order to identify qualified sources for upcoming Gulfstream Aircraft Procurement efforts. In accordance with FAR 52.215-3, this RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any goods or services whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are reminded that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential respondents to monitor these sites for additional information pertaining to this requirement. The applicable NAICS code for this requirement is 336411 - Aircraft Manufacturing. 2.0 Background The Government is conducting market research to identify potential sources that possesses the production data/modification data, expertise, capabilities, personnel, and experience to provide new modified Gulfstream aircraft. The Commercial Derivative Aircraft Division (CDAD), in support of the Gulfstream Aircraft Procurement, is seeking information on how an interested contractor could enter into an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to procure a quantity range of 2-40 Gulfstream aircraft. Required aircraft may be delivered as G550 jets modified to the current United States Air Force C-37B configuration. Additional jets may include G650 with command and control capabilities (C2), G280 with C2, as well as G550s with intelligence, surveillance and reconnaissance functions. 3.0 Questions to Industry Interested potential sources should respond by answering the following questions: 1. What is your company's capabilities and years of experience in regards to production data, modification data, expertise, capabilities, and personnel to provide new modified Gulfstream aircraft to include the C-37B/G550/G650/G280? Claims of existing capabilities must be substantiated. 2. Do you currently have a company-owned production assembly facility, production line, and production personnel to independently produce/manufacture Gulfstream aircraft to include the C-37B/G550/G650/G280? Where is it located? What is the capacity to produce per year? 3. What type of warranties are offered as part of a new C-37B/G550/G650/G280 aircraft purchase? 4. What is the timeline to provide a new C-37B/G550/G650/G280 aircraft to the US Air Force starting at contract award? 5. Do you own the technical data to configure/modify Gulfstream aircraft to include C-37B/G550/G650/G280? 6. What is your company's ability or procedure for aircraft trade-in, i.e., a government customer trading in a G550 for a G650, etc.? 7. How many years/options would you recommend the ID/IQ contract cover? 8. How many years of firm fixed price (FFP) pricing would you be able to provide if a contract was to be awarded? 4.0 Instructions Interested parties are requested to respond to this RFI with response documentation in Microsoft Word for Office 2010 compatible format, which are due 15 August 2018. Responses shall be UNCLASSIFIED and submitted via e-mail only to Ms. Kim Robinett, Procurement Contracting Officer, at kim.robinett@us.af.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that submissions will not be returned. Verbal questions will NOT be accepted. Questions will be answered by e-mail; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 30 days of the publication date of this RFI will be answered. 7.0 Summary THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR MARKET RESEARCH INFORMATION AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION NOR IS IT AUTHORIZATION TO INCUR COST FOR WHICH REIMBURSEMENT WOULD BE REQUIRED OR SOUGHT. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI AND RESPONSES TO THIS NOTICE ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. ALL SUBMISSIONS BECOME GOVERNMENT PROPERTY AND WILL NOT BE RETURNED.
