- DOL WD for Houston TX DOW WD for Spokane WA 52.212-3 Reps and Certs Technical Compliance and Price Table Statement of Requirements and Terms and Conditions This is a combined synopsis/solicitation for commercial items. Additional information is included in the attachments. This announcement constitutes the only solicitation for quotations and a written solicitation will not be issued. This is a Firm Fixed Price small business set-aside under NAICS code 488510, Freight Transportation Arrangement - small business size standard is $15 Mil. The solicitation number is 70T02018Q9NNCP094. The Request for Quote (RFQ) is for the relocation of an explosive storage magazine from a location near Spokane International Airport (GEG), WA to a location near George Bush Intercontinental Airport (IAH), Houston, TX. Quoters are requested to review the attached Terms and Conditions document, which is in the solicitation document itself, as well as the Solicitation Attachments. Please review all documents carefully. This solicitation document with incorporated clauses and provisions are those in effect through Federal Acquisition Circular (FAC) 2005-97, effective January 24, 2018. Place of delivery and performance: See attached RFQ for details. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition, however no alternative terms and conditions or commercial items outside those specified in the attached Purchase Order Terms and Conditions will be considered. The provision at 52.212-2, Evaluation -- Commercial Items, is not used in this solicitation. Please see the attached RFQ Terms and Conditions for the evaluation procedures to be used. Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.35 for calendar year 2018 applies to all contracts subject to the Service Contract Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015. If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.35 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2018. The EO minimum wage rate will be adjusted annually. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts. See Attachments 3&4 for the current prevailing wage determinations for Spokane WA and Houston TX.
