Description
LTATV_Spec Table A This is a United States Special Operations Command (USSOCOM) Request for Information (RFI) regarding a two (2) and four (4) passenger Light Tactical All-Terrain Vehicle (LTATV). The purpose of this RFI is to determine the types, capability, suitability and maturity of diesel and hybrid-electric vehicles available in the LTATV marketplace. The outcome of this RFI is to provide the market research and acquisition strategy of the USSOCOM LTATV follow-on contract. The Government is primarily focused on understanding the marketplace for commercial and non-developmental items and/or commercial items easily modified. An industry day in support of the LTATV follow-on contract regarding diesel and hybrid-electric LTATVs is tentatively scheduled to take place in November of 2018. Location and date will be officially announced via Federal Business Opportunities (FBO) following this initial RFI release. Responses to this RFI should be in the form of a written white paper and should include the following (a - e): (a) Company name and address; (b) A company Point of Contact (POC) name, phone number, and e-mail address; (c) A completed "LTATV_Spec Table A" attachment providing feedback on current or proposed vehicle's ability to meet the specifications within the attachment to this RFI release. Feedback provided in the "LTATV Spec Table A" is defined as information regarding the feasibility of meeting the requirements outlined in "LTATV_Spec Table A" with existing and/or proposed vehicles and data regarding current capability of existing and/or proposed vehicles.; (d) Responses to the questions provided below: 1.Please indicate your business type. (I.e. large business, small business, disabled veteran, women owned, minority owned, etc.) 2.Is your interest to propose as the prime contractor for the LTATV contract? 3.If intending to propose as a prime contractor, have you ever been awarded a contract from the United States Government (USG) as a prime contractor to design or produce a ground combat vehicle? 4.What is your overall feedback on the general feasibility of the specifications provided in "LTATV_Spec Table A" pertaining to columns labeled Objective and Threshold? I.Are there any specifications you would consider to be high risk for your vehicle to meet? II.Are there specifications in the table which, if adjusted, would allow you to provide a design which might benefit the USG through an accelerated schedule, enhanced capability, and/or reduced cost? III.Do you believe any of these specifications are conflicting with one another? If so please provide which specifications and why. IV.Do you have the production capability to deliver 90 vehicles within 90 days after receipt of order and 20 vehicles per month until completion of the quantity required in the delivery order? V.Do you have the production capability to deliver small quantities (1-2 vehicles) at a time within 90 days after receipt of order? 5.Are you interested in attending the industry day in support of the follow-on LTATV lifecycle replacements contract regarding diesel and hybrid-electric LTATVs? If so, how many people from your company would request attendance? Please note: Responses to this question will not be considered an RSVP for this event nor a substitute for a future attendance request, RSVPs will be requested in the official FBO announcement set to follow this RFI. (e) Information on any cost drivers, schedule factors, and/or any additional information that would clarify current Industry capabilities. All RFI responses should be submitted no later than 5:00 p.m. Eastern Time Friday, August 24th of 2018. Responses received after this date may still be submitted, but may not be reviewed. Responses shall be submitted to David Morris, david.morris@socom.mil, with copy to Michelle Cames, michelle.cames@socom.mil and Marvin Marcia, marvin.marcia@socom.mil. Respondents are cautioned that Government support contractors may provide support and/or review any submittals in response to this RFI. Submissions in response to this RFI constitutes approval to release submitted information to Government support contractors. All support contractors will comply with procurement Integrity Laws. Responses from all industry sources are welcomed and encouraged. This market research is for informational purposes only. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. This notice shall not be construed as a RFP or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. No other program information related to this request is available.
