- Attachment 1 Specifications Sole Source Intent: The United States Army, Mission and Installation Contracting Command (MICC) Yuma Proving Ground, U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with J&L Metrology, Inc. 280 Clinton Street Springfield, Vermont 05156- 3308. The resultant contract will be a firm Fixed Priced FFP) contract consisting of a quantity of two (2) each Dial Bore Pull Over Gauge 105mm for M20 and M68 Cannon Gun Tubes with Tungsten carbide spherical blade anvils, anti-rust coating for all moving parts and shall meet the requirement in accordance to Dial Bore Gauge Kit per TM 9-1000-202-14-W change 7; and a quantity of two (2) each Dial Bore Pull Over Gauge 155mm for M776 Cannon Gun Tubes that shall meet the requirement in accordance to Dial Bore Gauge Kit per TM 9-1000-202-14-W change 7. Pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. J&L Metrology is the only source capable of providing the required Bore Gages that meet the form, fit, and function with the existing USAYPG Dial Bore Gauge equipment. The acquisition of new Dial Bore Pullover Gauge 105mm and 155mm Cannon Gun Tube acquired under this purchase must meet the requirement set forth in Technical Manual (TM) 9-1000-202-14-W change 7 and with existing YPG 105mm and 155mm pull over wear gauging equipment located at USAYPG. Must include Tungsten Carbide spherical blade anvils to contact bore surface and anti-rust coating for all moving parts, see attachment 1 for specifications. This requirement will be procured using the acquisition procedures in Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The North American Classification System (NAICS) code is 334513 - "Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables" with a size standard of 750 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency; however, a determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. If you feel your firm possesses the ability to meet these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements no later than 08:00 AM MST on 13 August 2018 to gail.b.essary.civ@mail.mil.
