- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT REQUISITION NO: 5066814 INTENDED SOURCE: Thermo Electron PERIOD OF PERFORMANCE: 12-month base period DESCRIPTION OF REQUIREMENT: This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Thermo Electron North America LLC, 1400 Northpoint Pkwy Ste 50, West Palm Beach, FL 33407-1976, for the acquisition of a maintenance and repairs services agreement for an Q Exactive Plus Mass Spectrometer. Supports 1 Unty Essential Plan Chrom LC DNX Serial Number: 6300623 Thermo Electron North America LLC is uniquely qualified in providing this service because Thermo Electron North America LLC designed and manufactured the Thermo QE Plus LC/MS. In addition, this specialized equipment has a dedicated computer with unique programming developed and designed specifically for operation of this model Thermo QE Plus LC/MS by Thermo Electron North America LLC. Thermo Fisher Scientific has proprietary rights to the design and software utilized in this instrument. Thermo Fisher Scientific is the only company with access to performance verified component parts, spare parts, software, technical support, upgrades and engineering resources to maintain the original operating specifications for your Thermo Fisher Scientific instrument. Thermo Fisher Scientific Field Service Engineers (FSE's) are the only certified and factory trained engineers available to service the instrument and are part of an organization that is ISO certified. The QE Plus LC/MS equipment uses technologically advanced methods to analyze chemicals and identify unknowns. It requires an annual service contract for maintenance, service, and troubleshooting. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 811219 "Other Electronic and Precision Equipment Repair and Maintenance" and a size standard of $20.5M. The anticipated period of performance will be for a twelve (12) month base period with two (2) option periods staring on 9/30/2018 - 9/29/2019. NIEHS will solicit and negotiate directly with Thermo Electron North America LLC and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Tanya Redfearn at shields3@niehs.nih.gov and are due by 3:00 PM, August 20, 2018. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Thermo Electron North America LLC.
