- Intent to Sole Source Legal Books National Guard Bureau, United States Property and Fiscal Office for Oregon (USPFO for Oregon), intends to solicit and award a sole source contract to West Publishing Corporation (West Publishing Corporation is wholly owned by Thomson Reuters (Legal) Inc.) to purchase 1 complete set of the US Code (Annotated) volumes in hardback copy. Volumes are being purchased for the Staff Judge Advocate General Office of the Oregon National Guard located in Salem, Oregon. The most important aspect of this procurement is replacing the existing volumes in a hardback version with salient characteristics to the existing set. West Publishing Corporation is a sole provider and direct publisher of this version of the US Code (Annotated) in hardback copy form. No other company but West Publishing Corporation provides this specific set of volumes in hardback copy, or anything comparable. The package includes: United States Code Annotated (USCA) containing all the laws, as classified to the United States Code, of a general and permanent nature enacted by Congress (Titles 1-54 and the Constitution), plus their judicial constructions. It mirrors the official text of the United States Code published by the Office of the Law Revision Counsel of the House of Representatives. This set also features detailed indexes and coverage of relevant cases construing the text of the USC and court rules. This sole source requirement meets the conditions of FAR 8.504-6(1)(B), only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 424920 and the small business size standard is $15 million based on the U.S. Small Business Administration. This will be a firm fixed price contract. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may contact the USPFO for Oregon via e-mail at Deannie.l.darrow.civ@mail.mil and be considered by the government. If no responses are received by 9:00 a.m. Pacific Standard Time, August 20, 2018, a Sole Source contract will be pursued with West Publishing Corporation.
