Exhibit A is the SSM-R Contract Data Requirements List (CDRLs). Exhibit B is the fillable SSM-R B Table workbook. Attachment 7 is the instructions to obtain access to the SSM-R Bidders Library. Attachment 6 is the RFP Cover Letter. Attachment 5 is the Section M - Evaluation Factors for Award. Attachment 4 is Section L - Instructions for Proposal Preparation Attachment 3 is the SSM-R DD254. Attachment 2 is the SSM-R Rights in Data information. Attachment 1 is the SSM-R Statement of Work. This attachment is the model contract to include the SF33, CLINs, provisions and clauses. MEMORANDUM FOR ALL POTENTIAL OFFERORS FROM: AFLCMC/HBQ 130 West Paine Street, Bldg. 1840 Peterson AFB CO 80914 SUBJECT: Solid State Module - Replacement (SSM-R) Contract Competition - Request for Proposal (RFP): FA8723-18-R-0005 - Full and Open Competition 1. You are invited to submit a proposal for the Solid State Module - Replacement (SSM-R) acquisition in accordance with the requirements set forth in the RFP. Missile warning, missile defense, and space situation awareness is accomplished with Ballistic Missile Early Warning System (BMEWS)/PAVE Phased Array Weapon System (PAWS) [BPP] sites located at Beale AFB CA, Cape Cod AFS MA, Clear AFS AK, Thule Air Base Greenland, and Royal Air Force Fylingdales UK. These five Early Warning Radars (EWRs) are ground-based Ultra-High Frequency (UHF) systems providing timely, accurate, and unambiguous missile warning and space situation awareness to USSTRATCOM and missile defense to USNORTHCOM. The contract resulting from this effort will provide procurement of between 3,000 and 40,071 modules to address obsolescence, Out-of-Band (OoB) emissions, sparing and future sensitivity upgrades at the radar sites. The number of units procured is dependent upon funding levels and future sensitivity requirements. The "95% Technical Data Package" is located in the Bidders Library. Instructions for gaining access to the Bidders Library are located in Attachment 7. 2. This acquisition is a Full and Open Competition. The North American Industry Classifications System (NAICS) code is 334511 and the small business size standard is 1,250 employees. This competitive acquisition will result in a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with an effective ordering period of five years after the SSM-R contract award, followed by an optional two year ordering period. For purposes of this acquisition, offerors shall assume an initial contract award date on or about August 2019. 3. The SSM-R acquisition team appreciates the ideas and comments it has received since the inception of this acquisition in 2016. Beginning in November 2016, the Government engaged in one-on-one meetings with industry, released multiple requests for information, held an Industry Day and issued a draft RFP. 4. Detailed instructions regarding the Pre-proposal Conference, which will be held on 28 August 2018 from 2 p.m. to 4 p.m., are contained in Section L of the RFP. You are encouraged to submit questions or comments for the Pre-proposal Conference on or before noon Mountain time on 23 August 2018 and should include the document title and paragraph number, as appropriate, and be emailed to 850ELSG.PK.Workflow.PAFB@us.af.mil. Offerors should use the template for questions and answers provided in Attachment 6. 5. Proposals submitted in response to the RFP shall be submitted no later than noon Mountain time on 8 October 2018. 6. The RFP does not commit the Government to pay any proposal preparation costs, nor does it obligate the Government to procure or contract for these services. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in the solicitation. 7. If anything in this letter contradicts anything in the RFP package, the RFP package takes precedence over this letter. 8. The undersigned is the point of contact for this acquisition.
