The acquisition is 100% set aside for small business concerns that reside or primarily conduct business throughout Federal Emergency Management Agency Region VI in the State of Texas, affected by Future Disaster Declaration under the Robert T. Stafford Act. Offerors shall furnish documentation to support its representation that it resides or primarily conducts business in their identified State. The Contracting Officer shall utilize the factors listed in FAR 52.226-3. Offers shall not be accepted or evaluated from offerors who are not small businesses in accordance with FAR 52.219-6. Offers shall not be accepted or evaluated from offerors who are not within Texas, Businesses in accordance with FAR Subpart 26.2. During a declared disasters if the business falls within the counties within the designated State they will be contacted to provide a quote IAW the terms of the Master Blanket Purchase Agreement. If the counties local businesses are unable to provide the supply/service, the Contracting Officer may limit competition to the State. Each vendor is required to be registered with the System for Award Management (SAM); information can be obtained at www.sam.gov. FEMA Region VI will award Blanket Purchase Agreements to the responsible vendor(s) whose offer are technically acceptable and can be determined fair and reasonable IAW to the Solicitation. The solicitation will be posted to the General Services Administration's Federal Business Opportunities website, http://www.fedbizopps.gov. Hard copies of the solicitation will not be available. This site provides all downloading instructions to obtain a copy of the solicitation. All future information about this acquisition, including solicitation amendments, will be distributed solely through the referenced website. This solicitation is set aside for 100% small business concerns. Participation by small, small-disadvantaged, HUBZone small businesses, woman-owned small businesses, veteran owned small businesses, and service disabled veteran owned small businesses is encouraged. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Description of Requirement Federal Emergency Management Agency - Region VI has determined that a Blanket Purchase Agreement is needed for Portable Toilets and Hand Wash Stations for the state of Texas. This is to raise awareness for disaster response and relief that is a declaration or designation of the following under the Robert T. Stafford Act IAW Subpart 26.2 -- Disaster or Emergency Assistance Activities. • National Emergency - a condition declared by the President or Congress by virtue of powers previously vested in them that authorize certain emergency actions to be undertaken in the national interest. • Major Disaster - a major disaster is declared as a direct result of a request form the governor of an affected state. A major disaster could result from a hurricane, earthquake, flood, tornado, or major fire that the President determines warrants supplemental federal aid. The even must be clearly more than state or local governments can handle alone. If declared, funding comes from the President's disaster relief fund. • Emergency - any occasion or instance in which the President determines federal assistance is required for a given state. Emergency declarations usually supplement state and local efforts in providing emergency services, such as the protection of lives, property, public health, and safety, or to lessen or avert the threat of a catastrophe. • Fire Management Assistance Declaration - for the mitigation, management, and control of fires on publicly or privately owned forests or grasslands, which threaten such destruction as would constitute a major disaster at the time a threat of major disaster. • Fire Suppression Authorization - President's Disaster Relief Fund and made available by FEMA to assist in fighting fires when they threaten to cause a major disaster. Eligible state firefighting costs covered by the aid can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities. The Government's intent is to issue a multiple award blanket purchase agreement to fulfill the requirement for portable toilets, hand wash stations, and servicing IAW the Performance Work Statement required during a declared disaster for the State of Texas. The Government reserves the right to award multiple purchase orders or award a single Blanket Purchase Agreement (BPA) or award multiple Blanket Purchase Agreements (BPA) from responses received to this solicitation. The Blanket Purchase Agreement is a base year, plus four options years. The Blanket Purchase Agreement total dollar limit is $495,000. The Blanket Purchase Agreement call limit will not exceed $99,000 per year or per call. The Government is obligated only to the extent of authorized purchases actually made under the BPA through the issuance of call orders. The Government's Maximum liability for this BPA is tiny_mce_marker.00. Funding will be provided per individual call. Questions regarding this solicitation shall be submitted to the Contract Specialist no later than 12:00 pm, CT, on Thursday, August 23, 2016. Questions received after this time and date may not be considered. Each Offeror is required to submit an electronic version of your company's quote. Quotes sent or received by U.S. Postal or courier mail to the office or physical addresses shall not be accepted.
