- Q&A JOFOC Provisions/Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is not a request for competitive offers. This is a sole source requirement in accordance with FAR 6.303-2. NASA/KSC intends to award to Peraton as they are the sole source capable of fulfilling the Government's requirement. However, the Government will consider any responses from responsible sources capable of providing the exact line items stated in this solicitation if received before the closing period of the solicitation. Interested organizations that have been authorized by Peraton to distribute the below listed items may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12 p.m. eastern standard time on August 10, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. The solicitation number 80KSC018Q0031 shall be used to reference any written offer provided under this request for proposal. Oral communications are not acceptable in response to this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 and NASA FAR Supplement PN 17-15. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. NASA Kennedy Space Center (KSC) has a requirement for: Peraton (formerly Harris IT Services Corporation) OS/Comet Software License and Maintenance as detailed on the page below. The requirement for this acquisition is to provide and deliver the following items listed below. All work shall be performed in accordance with the attached technical specifications. 1. Peraton OS/Comet Site License one-time fee for NASA KSC LCS Site License Development LD4 set, P/N: LCS0017, Qty: 1 Each, 2. Peraton OS/Comet Site License for Additional Annual Maintenance Fee for NASA KSC LCS Site License Development LD4 set, P/N: LCS0018 Qty: 1 Each, POP 9/1/18-9/30/19 3. Peraton OS/Comet Site License one-time fee for NASA KSC LCS Site License Development LD5 set, P/N: LCS0019, Qty: 1 Each, 4. Peraton OS/Comet Site License for Additional Annual Maintenance Fee for NASA KSC LCS Site License Development LD5 set, P/N: LCS0020 Qty: 1 Each, POP 9/1/18-9/30/19 The OS/COMET annual software maintenance renewals require Peraton to provide the Government with patch versions, minor point release versions, email and telephone technical support.
