2 PRE-SOLICITATION NOTICE The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), intends to solicit proposals from contractors to provide Iron Fence and Pilaster Installation services under a Firm Fixed Priced for the following Cemetery location: Golden Gate National Cemetery 1300 Sneath Lane San Bruno, CA 94066 The VA anticipates issuing a VA Construction Solicitation for this requirement as soon as possible. Proposals will be accepted immediately commencing with the issuance date of this solicitation. Interested Offerors will be responsible for downloading copies of the solicitation and any subsequent amendments) from the Federal Business Opportunities (FBO) website, as no hard copies will be made available. This solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in this solicitation on the FBO website (https://www.fbo.gov) so that they are notified of the issuance date of it. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in Veterans Information Pages (VIP) VIP registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) database (when applicable), under the applicable North American Industry Classification System (NAICS). Contractors may obtain SAM information at https://www.sam.gov and Veterans Information Pages (VIP) information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must have a current registration in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no IDCs can be awarded to any offeror not registered in SAM. NAICS Code is 238990 All Other Specialty Trade Contractors with a Small Business Size Standard of $15.0 million. The solicitation will be issued as a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. Multiple awards are/are not anticipated and will be made on an as needed basis. All responsible sources may submit proposals for consideration by the National Cemetery Administration Contracting Service. TenĂ© Becknell, Pacific District Department of Veterans Affairs National Cemetery Administration (NCA) Contracting Service 75 Barrett Heights, Suite 309 Stafford, VA 22556 tene.becknell@va.gov Description of Need REPLACE IRON FENCE & PILASTER SCOPE OF WORK GENERAL SCOPE OF WORK: Contractor shall provide all labor, supervision, materials, equipment, tools and supplies necessary to replace damaged iron fence and pilaster with new at the Golden Gate National Cemetery in accordance with the drawings and specification herein. Replace existing damaged fence sections and pilaster to match existing in dimension, shape, configuration, material and finish. Fence consists of three (3) ornamental section panels of ¾-inch solid iron square bar. Contractor to verify all dimensions and finishes before submitting bid. Demolish and dispose all damaged materials and debris offsite. Pilaster, foundation, ornamental fence, etc. Base and cap shall be Architectural cast stone. (Not Pre-cast Concrete.) Patch or replace with new. Fence and finials shall be galvanized and painted to match existing in sheen and color. Match the color and texture for the existing, adjacent pilasters. Provide cast stone sample, showing finish on two (4 inch) edges. Samples must demonstrate the color and finish for all exposed surfaces. New Cast Stone: Provide fine-grained texture similar to natural stone, for surfaces intended to be exposed to view. Air voids are not permitted in excess of 0.8 mm (1/32 in.), and the density of such voids must be less than 3 occurrences per any 25 mm2 (1 in2). Air voids are not permitted when obvious under direct daylight illumination at a 1.5 m (5 ft.) distance. Chipping on edges or surfaces of new cast stone, where they will be visible in the final installation, whether resulting from shipment, delivery or other factors or causes is not acceptable, and the units must be removed and replaced with new units. Demonstrate the color selection for stucco, sealant, grout, paint, etc. match adjacent/existing pilaster and fence. Shop Drawings: Cast stone showing exposed faces, profiles, cross sections, anchorage, reinforcing, jointing and sizes. Manufacturer must have five years minimum continuous operating experience, and have facilities for producing cast stone of the shapes, quantities and size required for this project. Dimensions of units must not deviate by more than ¼-in. from approved dimension. The occurrence of crazing or efflorescence will constitute a cause for rejection. Re-grade and restore damaged turf with seed. Completion Time: Ninety (90) calendar days from date of issuance of Notice to Proceed (NTP).
