Description
JOFOC SS and Justification THIS IS A SYNOPSIS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR PART 12.6 and FAR PART 13, SIMIPLIFIED ACQUISITIONS PROCEDURES. THIS IS A NOTICE OF INTENT. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The National Institutes of Health intends to negotiate on a sole source basis with Agilent Technologies, Inc, Wilmington, DE. The announcement number for this acquisition is NIH-OLAO-OD-NOI20180696 and is being issued under the authority of the FAR subpart 6.302-1, 10 U.S.C. 2304(c) (1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is August 13, 2018. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 dated April 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) code is 334516, which has a size dollar standard of 1000. The National Eye Institute (NEI) needs to obtain a contract for an Mitochondrial flux of RPE cells is related to their physiological state. It is thought that diseased RPE cells lose mitochondrial activity and increase glycolytic flux. We plan to measure mitochondrial activity of healthy and patient derived RPE to confirm above observations with the 1. S7800A Seahorse XFe96 Analyzer and 2. SYS-SE-XFE96 Seahorse XFe96 Analyzer products. Qty : 1 each of the Products listed: S7800A Seahorse XFe96 Analyzer and SYS-SE-XFE96 Seahorse XFe96 Analyer This will be a 12-month contract without Option years. Please see the attached Statement of Work for further information. Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 If you believe you can provide the items or services, please forward capability statements to anita.edwards@nih.gov by August 9, 2018, 2018. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). This notice of intent is not a request for competitive quotations; however, the government will consider responses submitted. All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 10:00 A.M. Eastern Standard Time on August 10, 2018.
