- INDUSTRY DAY NOTICE Oregon Coast Jetties Industry Day Date: Friday, September 7 Time: 9 a.m. to 12:00 p.m., doors open at 7 a.m. Location: Auditorium, 911 Federal Building, 911 N.E. 11th Ave, Portland, OR 97232 Building 911 is an easy walk from the Lloyd Center/NE 11th Avenue MAX stop which serves the Green, Red and Blue lines. Limited parking is available near the facility. The United States Army Corps of Engineers (USACE), Portland District (Corps), will be presenting upcoming and forecasted Oregon Jetty and Breakwater repair and rehabilitation projects including; Mouth of the Columbia River South Jetty Major Rehabilitation, Tillamook Jetties, Coos Bay North Jetty, and Port Orford Breakwater Repairs. Firms interested in participating in this industry day meeting are requested to respond by emailing the contract specialist, Mr. David Boone, at david.c.boone@usace.army.mil and provide the name of the firm and the names and email addresses of the individuals who will be attending. South Jetty: In June 2012, USACE Northwestern Division approved the Major Rehabilitation Evaluation Report. Approval of this report authorized the Corps to begin designing the rehabilitation of the MCR Jetty system including Jetty A, North Jetty and South Jetty. Jetty A has been completed, North Jetty is under construction and the Corps anticipates releasing requests for proposals for the South Jetty rehabilitation project in winter 2018-2019. The current estimated stone quantity estimate for South Jetty is 360,000 tons. Of this quantity, approximately 30% will be high density stone with a minimum unit weight of 180 lbs/cu.ft. The stone placement period of performance will run five (5) years through October 2024. Tillamook Jetties: In 2003, USACE Portland District completed the Major Maintenance Report for the Tillamook Jetties repair. This Fiscal Year (FY18) the Corps has contracted out an Engineering Report to further develop the repair design for the South Jetty and a portion of the North Jetty at the root. The Corps currently anticipates releasing requests for jetty repair sometime between FY20 and FY22, dependent on funding availability. The current planning estimate for stone quantities ranges from 80,000 to 120,000 tons depending on rate of jetty degradation and final design. High density stone (>175 lbs/cu.ft.) is expected to be required for at least 1/3 of the stone volume. Coos Bay North Jetty: In 2012, USACE Portland District completed the Major Maintenance Report for the Coos Bay North Jetty Repair. This Fiscal Year (FY18) the Corps will complete an Engineering Design Report to further develop the repair design for the North Jetty Head, Jetty Root, and shoreline fill along Log Spiral Bay. The Corps currently anticipates releasing requests for jetty repair sometime between FY20 and FY22, dependent on project sequencing and funding availability. The current planning estimate for stone quantities is approximately 100,000 tons depending on rate of jetty degradation and final design. High density stone (>175 lbs/cu.ft.) is expected to be required for 10-15% of the total stone volume. Port Orford Jetty: In 2012, USACE Portland District approved the Major Maintenance Report for the Port Orford Breakwater repair. This Fiscal Year (FY18) the Corps received funding to award the construction contract for the breakwater repair. The Corps currently anticipates releasing requests for proposals for the Breakwater repair in first quarter FY19. The current planning estimate for stone quantities is 25,000-30,000 tons of new jetty stone procurement and placement. High density stone (>175 lbs/cu.ft.) is expected to be required for at least ½ of the stone volume. For the four jetty projects, the Corps seeks to inform, and discuss with interested construction contractors and quarries, the following: General Scope of Work -Discussion on site access, stone/equipment staging, barge offloading facilities, Contractor requirements, jetty stone placement requirements and phasing, seasonal work windows. Anticipated Stone Quality and Testing Requirements -Present a range of size and quality of stone and subsequent testing requirements. -Discussion on regional quarry availability: Discussion with the Quarry and Prime Contractors to ascertain what they see as the biggest challenge with being prepared and competitive for large jetty projects. Anticipated Period of Performance Anticipated Job Advertisement Periods Prelude to winter 2018-2019 FedBizOps posting for MCR South Jetty -Intent of Corps to bring awareness to industry of stone procurement requirements prior to advertisement periods. Participants should make their own lunch arrangements. Plan to arrive early as all participants must go through security screening and be issued a visitor badge. This process is very similar to airport security and many of the same rules apply: a state or federal government-issued photo I.D. is required; no firearms, knives or sharp objects, or hazardous materials are permitted; all bags are subject to search; metal belts, jewelry, etc. must be removed before passing through the metal detectors. It is illegal to attempt to enter a federal facility with weapons, explosives, incendiary devices, and illicit drugs, even if it is legal to possess a firearm or drugs in a state or city. Disclaimer This event is open to all contractors and is not restricted to those currently under contract with the U.S. Army Corps of Engineers. This is an opportunity to introduce this project to the Industry and improve the Industry's understanding of this requirement. There will be no opportunity for vendor booth set-up. This announcement is not a contract, request for proposal, promise to contract, or commitment of any kind on the part of the Government. The Army will not assume responsibility for costs incurred by attendees or for travel expenses for marketing efforts.
