Description
DESCRIPTION: NCATS is seeking a Brand-Name or Equal to Angio-Ready Angiogenesis Assay System - 10 plates per pack. This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutues the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NIHDA201800379 and the solicitaton is issued as a Request for Quotes (RFQ). This acquisition is for a commerical item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisiton Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commerical Items; and FAR Part 12-Acquisition of Commerical Items and is not expected to exceed the simplified acquisiton threshold. The resultant contract will include all applicable provisions and clauses of the Federal Acquisition Regulations (FAR) in effect through the Federal Acquisition Circular (FAC) 2005-99, dated June 15, 2018. The associated NAICS code is 325411 and the small business size standard is 1,000 employees. This requirement is competed using full and open procedures with no set-aside restrictions. BACKGROUND: The Toxicology in the 21st Century (Tox21) program is a federal collaboration among the National Institutes of Health's (NIH) National Center for Advancing Translational Sciences (NCATS) and the National Toxicology Program at the National Institute of Environmental Health Sciences; the Environmental Protection Agency; and the Food and Drug Administration. Tox21 researchers aim to develop better toxicity assessment methods to quickly and efficiently test whether certain chemical compounds have the potential to disrupt processes in the human body that may lead to negative health effects. Using the Center's high-throughput robotic screening system, NCATS scientists are testing a collection of 10,000 environmental chemicals and approved drugs (called the Tox21 10K library) for their potential to disrupt biological pathways that may result in toxicity. The team prioritizes promising compounds identified from primary screening for further in-depth investigation. Since its inception nearly a decade ago, several screenings against the Tox21 10K library have been performed at NCATS by running cell based assays that are focusing mainly on different targets and toxicity pathways which include nuclear receptor signaling, stress response, developmental toxicology, GPCR/cAMP signaling, and Epigenetics etc. All these assays used either luciferase or fluorescence reporter gene technology for readouts. To quantify the induction/inhibition of these report gene activities, different detection assay systems have been used. In the past, NCATS has used ATCC Angio-Ready TM Angiogenesis Assay Systems (ATCC® ACS-2001-10 TM ) to screen compounds from the NCATS Chemical Genomics Center (NCGC) Pharmaceutical Collection (NPC) library, and has successfully identified the angiogenesis inhibitors. STATEMENT OF NEED AND PURPOSE: The Tox21 Group at NCATS has a need for twelve ATCC Angio-Ready TM Angiogenesis Assay Systems (ATCC® ACS-2001-10 TM ) or a brand-name equal to screen compounds from the Tox21 collaboration. GENERIC NAME OF PRODUCT: Twelve Angiogenesis Assay Systems; 10 plates per pack. BRAND NAME: ATCC Angio-Ready TM Angiogenesis Assay Systems (ATCC® ACS-2001-10 TM ). Item Number Product Description Quantity ACS-2001-10 Angio-Ready TM Angiogenesis Assay System-10 plates per pack 12 QUANTITY: Twelve ten plate packs. SALIENT CHARACTERISTICS: The following characteristics of the ATCC Angio-Ready TM Angiogenesis Assay Systems (ATCC® ACS-2001-10 TM ) are considered essential to the Government's needs. • The assay system contains all the biological components needed for angiogenesis to occur and are reminiscent of the in vivo situation. • Though it is configured for a 96-well plate, the assay system was validated in a 1,536-well plate by screening a set of library compounds and the assay performed well in identifying angiogenesis inhibitors. • It is an assay-ready, pre-mixed co-culture of human telomerase-immortalized (hTERT) human aortic endothelial cells that express green fluorescent protein and hTERT mesenchymal stem cells produce a vascular network reminiscent of in vivo angiogenesis. • The co-culture high-content angiogenesis assay is useful for the profiling of angiogenesis inhibitors in drug screening. DELIVERY DATE: 60 days after receipt of order. SELECTION CRITERIA: Offeror shall be evaluated on the ability to meet the requirements contained herein, specifically, by providing literature or other documentation demonstrating the ability to meet each element listed in the Purchase Description. One offeror will be selected that is most advantageous to the Government based on their technical ability and costs.
