- Intent to Sole Source Sole Source Intent. The United States Army Mission and Installation Contracting Command Fort Sam Houston (MICC FSH), Joint Base San Antonio, Texas, intends to award a contract for the Medical Online Journals on an SOLE SOURCE basis with Ovid Technologies, 100 River Ridge Drive, Suite 207, Norwood, MA 02062, under the authority of FAR 13-106-1(b)(1). (i), "Only one responsible source" based on the company being the sole developer and provider of the products and is therefore the only source capable of satisfying the Government requirements. The Government intends to solicit and negotiate with Ovid Technologies, 100 River Ridge Drive, Suite 207, Norwood, MA 02062 for: Medical Online Journals This notice of intent to Sole Source is not a request for competitive proposals. However, any responsible source who believe it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Responses to this notice are due on or before 9 Aug 2018 by 12 pm Central time by email to kimberly.r.macias.civ@mail.mil
