Description
Online Survey Tool Statement of Work The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to MaritzCX Research, LLC for Air University to purchase their online survey tool, including 2 ASP Workgroups. The North American Industry Classification System (NAICS) Code is 541511 and the small business size standard is $27.5M employees. Description of the Requirement: Air University requires an online survey tool which can fully integrate into the existing enterprise survey management software infrastructure with minimal overlap and transition time. The current survey database must be transferred without loss of data. The online survey tool must have the following characteristics: 1. Dedicated Builder / WYSIWYG interface (drag-n-drop, object oriented, snap-to-grid survey building) 2. Wizard-driven functionality 3. Customizable surveys reflecting individual University and user group brand identities 4. RTF Survey Import 5. Save and resume functionality 6. Re-useable question and scale libraries 7. Weighted questions for generation of means and averages reports 8. "Set and Forget' invitations and reminders 9. High volume survey control - batch emailing 10. Import of respondent lists from multiple sources 11. Ability to collect in-progress and partial survey responses 12. Automated, customizable reporting capabilities 13. Direct import to PowerPoint and Excel for easy presentation design and data share (full integration) 14. Direct export to SPSS for statistical analyses 15. Access, Excel, PDF, and Word edited surveys republish to a single database 16. New or updated questions are saved in the same database 17. Ability to schedule reports having them refresh automatically and publish results for distribution 18. Real-time access to data for cleaning, campaign performance monitoring and filtering, real time alerts 19. Survey campaign performance analytics 20. Unlimited ability to scale - ability to add new user groups and organizations; unlimited surveys and respondents 21. Centralized administration allowing resource sharing with minimal dependency on IT 22. Ability to extend survey behavior (customize) with SDK and web services 23. Protection of responses from within environment and behind the firewall 24. MS Office Plug-In for Reporting 25. Web Services API -- seamlessly "plug-in" to LMS databases (or CRM / HR databases) to automate the email invitation management process 26. Response editor 27. Campaign performance analytics 28. Paper survey capabilities 29. Text analytics capabilities, customizable to Air University language and terminology Contractor will be required to provide the following services: 1. 2 Workgroups 2. 25 User Logins (Survey Analyst accounts) 3. 25 User Login (Survey Administrator accounts) 4. Unlimited response credits 5. Annual Passport to access online training courses 6. Provide access to Software Development Kit (SDK) for 1 workgroup 7. Provide Allegiance Dedicated Hosting Services to include: a. Secure Server Option (2) b. Telephone and internet support c. Software updates and service patches d. 24/7 availability e. Incremental and weekly backups with offsite storage of media Additional requirement information may be found in the attached "Draft SOW." IMPORTANT NOTES: 1. This is not a request for quotes and no solicitation is available. 2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 3. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents. 5. Oral submissions of information will not be considered in response to this ISS. This sole source procurement is under the authority of FAR 13.106-1(b). This will be a firm-fixed price contract for a period of performance of 28 Aug 2018 to 27 Feb 2018. To assist the Government in determining if this acquisition is available for competition, please provide the following information: 1. CAPABILITIES: Please address the following regarding your capabilities in meeting the requirement described above. a. Is your company capable of meeting the entire requirement? b. Please provide any additional information that the Government should consider in determining if this requirement should be considered for competition. 3. If there are any other businesses that con provide the specified services described above, you must respond to this notice before 13 August 2018, 1:00 pm CDT. If no responses are received by the above referenced time, a sole source contract may be awarded to International Institute for Strategic Studies.
