- Statement of Work The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Administrative Officer (OCAO), Silver Spring, Maryland, is issuing notice of intent to negotiate a sole source procurement, in accordance with FAR Subpart 13.106-1 (b), Soliciting Competition, with IHS Global Inc. for a subscription access to the IHS (ARSCL) online reference library for OCAO's Project Planning and Management Division (PPMD) located in the Western Regional Center (WRC) in Seattle, Washington. The NOAA Western Region PPMD has been planning and managing projects for over 20 years, every year industry specifications, requirements, and codes are updated and/or modified. With all the hundreds of numerous agencies and governing bodies producing these specifications, requirements and codes, Western Region PPMD needs a single system of that has access to all these unique standards as one single point of access as opposed to individually procuring each of the different publications needed that produce industry codes, requirements, and specifications. The IHS Standards Expert (ARSCL Library) has been identified as the only single source that can fulfill this requirement due to its comprehensive compilation of standards, specifications, and regulatory resources within the areas of construction and facility management. NOAA intends to procure a one (1) year subscription for access to the an online reference library to be able to reference, list, specify, and research current applicable codes and standards for current & forthcoming projects and project planning efforts. There is no particular Content Management system, such as SharePoint or any other CMS that limits this requirement. This is a stand-alone application and is an online platform. The requirement is for a subscription to a comprehensive collection source hosted on the IHS server with licenses for approximately 20 users in the CONUS as well as Hawaii. Each license requires a username and password. The subscription is required to be compatible with standard browsers and database is accessible via the internet or via mobile application. The requirement does not include the building of a database, but provides access to an existing database. IHS Global Inc. was identified as the only provider that can fulfill this requirement. The applicable NAICS code is 519120 with a size standard of 1000. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by 12:00 P.M. EST August 22nd, 2018. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
