Description
This is a SOURCES SOUGHT NOTICE only. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR QUOTES AND NOT CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this Sources Sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Network Contracting Office (NCO) 16 is seeking preferably, Service-Disabled Veteran-Owned Small businesses (SDVOSB) to provide Brand Name or Equal furniture, delivery, and installation. Furniture specifications are listed below. Any prospective contractor must be authorized/certified to sell the products described and show proof of that authorization at the time of responding to this Sources Sought announcement. Offeror s response to this notice shall be limited to 5 pages and shall include the following information: Offeror s company name, DUNS, Federal Tax ID, address, point of contact, title, phone number, and email address. Offeror s interest in bidding on the solicitation if it is issued to www.fbo.gov Offeror s capability to meet this requirement including current contracts (Civilian or Government). Response must show clear and convincing evidence that your company has the capabilities and qualifications to provide the services to be considered as a source. SDVOSB and VOSB shall also show evidence that they will perform 51% of the work (additional 5 pages allowed). All parties are asked to identify any subcontractors that shall be utilized. Offeror s type of business (small or large) and socioeconomic status of any kind. If applicable, SDVOSB, VOSB, and any subcontractor must be verified with the seal in Vetbiz to be considered as a source. The NAICS code 337127. Institutional Furniture Manufacturing, applies and the Size Standard is 500 employees. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No subcontracting opportunity is anticipated. Responses must be received no later than August 17, 2018, 4:00pm, Central Standard Time (CST). Responses shall be emailed to Melanie.Hawley@va.gov using Sources Sought Lab Furniture-Biloxi in the subject line. Facsimile or Telephonic responses will not be accepted. Simply responding as an interested party in www.fbo.gov does not constitute your company as a source. Offeror must provide the above requested information by the time and date specified to be considered as a source. After review of the responses to the sources sought notice, a solicitation announcement may be published on the FBO website. Responses to the sources sought notice are not considered adequate responses to the solicitation announcement. All interested offerors shall respond to the solicitation announcement in addition to the sources sought notice. All interested parties are reminded to be registered with the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award of Government contracts. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation must be registered and certified with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov Brand Name or Equal Product Specifications: Systems Furniture Brand: Haworth, Model: Compose or equal with the following technical specifications: Performance Ratings: Panels and components must meet or exceed ANSI/BIFMA X5.6- Panel System Tests for Office Furnishings Panels and electric components must be UL-1286, Safety for Office Furnishings, Listed and certified Panel frames must be Class A fire rated based on testing assembled panels and meet the standard of ASTM E84 Surface Burning Characteristics for Building Materials Panel Assemblies Frame and tile panel system Panel frames are min 2.5, max 3.5 thick Panels can be configured in multiple ways using corner blocks and trim covers. Configurations include: in-line, end-of-run, 2 way, 3way, 4way 90 degree connections. Panels can have stack frames added at a later date to create an overall height of 90.
