Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Biotage, LLC. (1) Biotage TurboVap LV, (2) TurboVap LV Multi Rack (48 pos, 10-20mm), (3) TurboVap LV Multi Rack (48 pos, 10-16mm mini vials), and (4) Extended Return to Factory Warranty. The purchase of the above items is needed for use in sample evaporation during one of the sample preparation procedures for all reference methods within the CDC Lipid Reference Laboratory in the Clinical Chemistry Branch. See section D for detailed production specifications. The Lipid Reference Laboratory (LRL) is engaged in the measurement of total cholesterol (TC), high density lipoprotein (HDL), low density lipoprotein (LDL) and triglycerides (TG) to improve and advance the diagnosis, prevention, and treatment of cardiovascular diseases and disorders. The laboratory assigns target values to materials used in the CDC Lipid Standardization Program. These materials are used by other laboratories and assay manufacturers to improve clinical measurements. Solvent evaporation is a crucial part of all reference method procedures conducted in the LRL; thus, a system that efficiently performs solvent evaporation is necessary. The Biotage TurboVap LV will replace the older version of Turbovaps currently used in the LRL. The new systems will allow faster automated solvent evaporation under nitrogen, higher analyte recoveries and lower RSD's, which are very critical to maintaining the high-throughput of the laboratory. Aside from the advantages above, this TurboVap has a much greater visibility due to its well-lit glass tank. This system also offers removable/replaceable nozzles on the lid, on-the-fly nozzle adjustment, easily exchangeable manifolds to extend functionality and an easy access drain port. Programmable evaporation flow gradients are also available in the Biotage TurboVap LV, which benefit in avoiding cross contamination during sample prep. With its new series of Multi Rack, this TurboVap also allows adjusting tube/vial sizes from 1.5 mL up to 60 mL. This will be specifically convenient in the research and development activities to develop a free glycerol reference measurement procedure, as it requires the use of smaller vials. The glass tank will allow the analysts to visually monitor the evaporation of solvent and sample condition will significantly improve sample preparation process and shorten sample preparation time. In addition to an audible alarm (similar to the older TurboVap model), this system also has a visual alarm on the platform. This is convenient to use in a noisy laboratory environment. The new TurboVap is a very flexible system; the analyst will have the ability to manually replace the entire rack filled with culture tubes, as opposed to taking one tube out at a time. It is also very flexible in its ability to change evaporation modes. The footprint of this new system is also noticeably smaller so less space is required. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
