Description
PWS and Past Performance Form Synopsis: Z-This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of this synopsis. The U.S. Army Corps of Engineers Baltimore District has been tasked to solicit for interested 8(a) vendors in a position to provide Fence Repair Services for Sunset Annex Formerly Used Defense Site in Middletown, PA. No reimbursement will be made for any cost associated with providing information in response to this synopsis or any follow-on information request. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry to include the Small Business Community: Small Business Section 8(a). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small Business Section 8(a) certified businesses are highly encouraged to participate. Description/Scope of Work: The U.S. Army Corps of Engineers requires repairs to an existing chain link fence installed in the late 1990's that is situated around the approximately 3500-foot perimeter of an inactive landfill formerly used by the US Air Force. The project site is located adjacent to Sunset Golf Course, Middletown, PA, in a partially wooded area, with rocks and boulders, some steep slopes and limited vehicular access. The perimeter fence consists of 6-foot tall, galvanized steel, chain link fencing, capped with 3-strands of barbed wire supported by outward angled support arms. Sections of the fence have been damaged by fallen trees in three locations, totaling approximately 100-lineal feet of fence, poles, barbed wire support arms and barbed wire that need to be replace with identical or similar materials. In addition, due to erosion, approximately 10 fence poles set in concrete pads need to be replaced, 4 areas where erosion has undermined between poles need to be backfilled, approximately 20 new barbed wire support arms need to installed, approximately 500-lineal feet of existing barbed wire needs to be tightened, and approximately 1000-linial feet of fencing need barbed wire replaced. Fence repairs involving gates are not required. Fallen sections of trees will be removed from the fence line by others prior to initiation of fence repair activities. Vehicle access is possible adjacent to two of the three areas requiring complete fence replacement, with one approximately 20-foot long section approximately 200-feet from the access road. Fence replacement adjacent to the Sunset Golf Course driving range will be coordinated with the Golf Course Manager, to limit impact to Golf Course activities. Performance objectives for this work are to restore complete fence security, using materials that match the existing fence to the extent possible. It is anticipated that this work will be performed in late-August or September of 2018. NAICS Code: 238990 Small Business Size Standard: $15.0m Prior Government contract work is not required for submitting a response under this sources sought synopsis. Vendor responses are limited to two (2) written pages (PDF or MS Word Format) and shall include the following information: 1. Company profile to include company name, office location(s), DUNS/CAGE Code number, email address and a statement regarding current small business status (i.e.; certified 8(a)) 2. Prior/current experience performing efforts of similar size and scope within the last two years, including contract number, organization supported, indication of whether a prime or subcontractor, contract value (and value of subcontract, if a subcontractor), Government/customer point of contact with current phone number and email address, and a brief description of how the referenced contract relates to the services described herein.
