- The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division, on behalf of Project Manager Terrestrial Sensors (PM TS) intends to negotiate with DCS Millennium, LLC (DCS Millennium), 6909 Metro Park Drive, Suite 500, Alexandria, VA 22310-3267 on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 52.217-8, to extend the subject task order by a period of two (2) months. The proposed action is a Cost-Plus-Fixed-Fee (CPFF) completion modification for the continuation of PM TS PMO Support. This extension will allow for a two (2) month transitional period between the current contractor and the successful contractor under the follow-on effort. The estimated value of this modification is $939,496.08. The anticipated award date is September 2018. A two (2) month extension of the current task order is required to allow sufficient time to execute a competitive follow-on effort and the subsequent transition of services in order to prevent a possible break in service. This requested extension would allow for DCS Millennium to continue providing cybersecurity, operations and logistics support to PM TS while the new replacement contract is competitively awarded and support efforts are transitioned to the new contractor. A break in service would cause Cybersecurity vulnerabilities to be unaddressed and inaccurate property accountability resulting in reduced Operational Availability (OA) to Force Protection systems currently employed in Contingency Operations across the United States Central Command (CENTCOM) and other COCOMs; these failures of Force Protection systems could result in serious injury or loss of life to the Warfighter. There are no other personnel available to provide this support during this two month period. A full and open competition need not be provided for when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
