Description
The U.S. Army, Army Contracting Command (ACC) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of the Armament, Research, Development and Engineering Center (RDECOM-ARDEC) is looking for a pallet restraining device to be utilized in the area of ammunition transportation. The device is intended to restrain loaded wooden pallets and replace the blocking, bracing, and strapping tasks that soldiers and civilians must perform to ensure minimal damage to supplies during transport within commercial ISO containers, semi-trailers, or flatbed trucks. The device should be reusable a minimum of 5 times and leave an insignificant damage footprint on the transportation asset and conveyance being used. The physical profile of the system should be small to facilitate its transportability and use. The device should, at a minimum, prevent lateral and longitudinal movement of the pallets, but ideally constrain vertical movement as well. The device/system should also be able to withstand and secure a 3000 lb. load. Additionally, the device shall be able to interface with a standard 40" x 48" wooden pallet, but could also be utilized with different pallet types and sizes as well. Ideally, no specialized tooling should be needed to manipulate the device. In general, the system should provide a significant reduction in the time, materials, cost, or waste generated to restrain ammunition items for transport without sacrificing safety. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration video, etc. Items such test data, material specifications, and simulations would be the most preferred documentation. The information provided will not be returned. All data should be sent at no cost to the US Government NO LATER THAN August 20, 2018 to the US Army ARDEC. ATTN: Pamela Jennings Bldg. 09 Picatinny, NJ 07866-5000, email: pamela.e.jennings.civ@mail.mil. In addition, please provide the firm's name and address, point of contact with telephone number and email address, and size of business (small/large). TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. This is a market survey to be used for informational planning purposes only and shall not be construed as a Request for Proposal (RFP), nor is the Government obligated to issue an RFP. The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The government is not obligated to notify respondents of the results of this survey.
