Description

Notice of Intent to Sole Source to Meso Scale Diagnostics LLC. This is a notice of intent to award a sole source contract and is not a request for quotes. The Department of Veterans Affairs, Seattle VA Medical Center intends to award a firm fixed price sole source contract under the authority of 41 U.S.C. Competition Requirements and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Meso Scale Diagnostics LLC 1601 Research Blvd Rockville, MD 20850 This acquisition is being processed as a Single Source requirement IAW FAR 13-106.1(b)(1). The Seattle VAMC requires bioassay supplies that run on and are specifically made for use on a Mesoscale Quickplex 120 instrument. The Mesoscale Discovery QuickPlex 120 instrument uses electrochemiluminescence with CCD-camera-based detection to perform multiplexed assays on samples arranged in 96 well microplate formats. The instrument has a validated sensitivity of 0.05 to 1 pg/mL for specific assays, >105 dynamic range and can measure up to 10 targets simultaneously. The assay plates requested via this sole source are the only plates that satisfy the requirements of the MIRECC. These plates are validated, processed and used via a unique, proprietary technology. These plates are not made by or available through any other source. Validation and documentation is required for noted item(s). Validation ensures target analytes are detectable within relevant physiological concentrations in source materials such as plasma and cerebrospinal fluid. The NAICS code for this requirement is 334516 Analytical Laboratory Instrument Manufacturing and the size standard is 1,000 employees. This notice of intent to sole source is not a request for quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
