Description
Cropland Classification Algorithms: This is a Notice of Intent to Award a Sole Source Order to Bay Area Environmental Research Institute (BAERI), Inc., Moffett Field, CA. The requirement is for Cropland Algorithms impacting worldwide food security. To the knowledge of the USGS, BAERI the only source capable of meeting all the described requirements below. At a minimum, the potential Contractor must have demonstrable experience performing the Government requirement of: An ongoing global cropland products evaluation of Africa as a part of the global food security project (http://geography.wr.usgs.gov/science/croplands/). Work under this effort, funded by NASA and USGS, has been in progress for three years, and to complete the work requires another 5 years. The products required must be generated using previously developed and established machine learning Automated Cropland Classification Algorithms (ACCA). Further, producing these products at Landsat 30m resolution repeatedly year after year means massive computation which is being completed using cloud computing in Google Earth Engine (GEE). The Government requires highly skilled remote sensing expertise in Phyton, Java Script, and GEE machine learning algorithms which have been in use on this project since inception. Global agriculture is complex and requires great knowledge of its various dynamics. All responsible sources may submit a quotation, which shall be considered by the agency. Potential sources who can meet the described requirements must provide evidence of development and deployment of like analysis and data collection. No exceptions. Failure to provide this information may result in a non-responsive quote and removal from award consideration. Estimated award date is 09/01/2018. Responses are due no later than 08/17/2018 1300 EDT.
