- Wage Determination - Labor Rates (TX16) Note - A presolicitation notice was previously posted for this requirement under solicitation number: W91151-18-T-0020 Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for a Request For Quote (RFQ) firm fixed price construction contract to perform general maintenance and repair the release valves and trash racks at DAMS 46, 47, 49, and 51, Fort Hood, Texas. This acquisition is 100% set aside for Small Business, NAICS 238220 (Size Standard $15.0 Million). The magnitude of the procurement is estimated to be between $100,000.00 and $250,000.00. The purpose of this project is to perform general maintenance and repair of the release valves and trash racks of Dams 46, 47, 49, 51, located at trainings areas & vicinities, Fort Hood Texas. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX180016 01/05/2018 TX16; Superseded General Decision Number: TX20170016; State: Texas; Construction Type: Heavy; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement 15 August 2018. Details of that site visit will be available in the solicitation. The tentative dates for issuing the solicitation is 8 August 2018, closing 11 September 2018 and completing contract performance 90 days after notice to proceed under solicitation number W91151-18-Q-0221. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award. Bidders shall register in SAM as well at https://www.sam.gov. Online Representations and Certifications Application (ORCA) must also be current to qualify to receive a contract award.
