Description
Updated PWS Sources Sought Synopsis with Contractor Capability Survey AFLCMC/WNA Automated Test Systems Division Robins AFB, GA Advanced Digital Test Station (ADTS) NSN 4920-01-527-1350 This Sources Sought Synopsis is being amended to remove the Engineerng Services portion of the effort. The NAICS has changed from 541330 to 811219. Please review the updated SSS, PWS, and respond to the new Contractor Capability Survey. This acquisition will benefit the USAF by providing an Intermediate and Depot level repair capability for the 65 B-1B Line Replaceable Units (LRUs). This Performance-Based Work Statement (PWS) outlines the tasks and duties the contractor shall perform in order to provide contractor logistics support for the Advanced Digital Test Station (ADTS), NSN 4920-01-527-1350. The contractor logistics support includes program management, supply chain management, spares management, spares procurement, repair and maintenance, failure reporting and analysis, obsolescence forecasting, and engineering and technical support. The ADTS is a complex system that contains test instruments capable of automatically testing and diagnosing faults of avionics systems including components, modules and B-1B Line Replaceable Units (LRUs). The ADTS design is based off of the Teradyne-developed Spectrum 9100. The purpose of this logistics support service is to maintain the stations in operational status for maintenance facilities in support of B-1B mission requirements. The ADTS was developed by Teradyne, Inc. in 2004 under contract FA8102-04-D-0001 awarded by the B-1 SPO out of Tinker AFB. A total of thirty-five (35) ADTS systems were delivered. The Contractor shall provide total supply chain management of the ADTS systems to ensure each ADTS is 100% operational 90% of the time. There shall be no more than two (2) exceptions per quarter. No exception shall last longer than 30 calendar days. This requirement is based on an operational usage factor of 24 hours per day, 7 days per week and will be calculated quarterly. The supply chain management activities include spares procurement, spares management, repair and maintenance, and failure tracking and analysis. The availability metric shall be calculated for each ADTS system on a quarterly basis as follows: Availability = MTBF / (MTBF + MTTR) Mean Time Between Failure (MTBF) = the time (in hours) between failures of a system; a measured result of dividing the number of failures occurred in a given time period into the number of hours in that time period (24/7 usage). Mean Time To Repair (MTTR) = the time (in hours) from when a part (Test Replaceable Unit (TRU)) is requested/ordered to when it is received by the using location. Availability is calculated based on parts request to delivery time and average Mean Time to Repair metrics; excluding preventative maintenance tasks, Government calibration, or other station down-time not attributed to waiting on a part. Availability metrics are applicable to only failures related to Test Replaceable Units (TRUs) in current production. When the root cause of a failure to meet the availability requirement is based on TRUs that have been determined to be obsolete, then these TRUs will be removed from the availability calculation until a system level ECP (Engineering Change Proposal) has been approved and deployed to replace the obsolete part. The Government shall be notified of obsolete parts via paragraph 4.4 of this PWS.
