Description
This is NOT a request for proposal or invitation for bid; this is for INFORMATIONAL purposes only to make industry aware of a possible upcoming requirement. A response is not required at this time. The Pre-Solicitation is for work on the Cleveland West Breakwater Steel Sheet Pile Repair, More Information is below. Cleveland West Breakwater Steel Sheet Pile Repair Scope of Work Encapsulate the Cleveland West Breakwater Shorearm head section with parallel Steel Sheet Pile (SSP) walls. SSP walls will utilize PZC-18 (or equivalent) section attached to 2MC12x31 wales and 1.375-inch tie rods. The SSP is to be driven to elevation -44.2LWD, with a top elevation of +12LWD (total height of 56.2 feet). Length of repair will be +/-35' wide by +/-40' long (total of +/-120 linear feet). SSP walls are to be filled with granular fill and a 2' thick concrete cap constructed over it. Project will also include removal of existing concrete as necessary for construction, clearing of drive line, monitoring existing structures during construction, construction of small retaining wall and reinstallation of existing harbor lights in way of the repair. Encapsulating the existing Cleveland West Breakwater East Extension (CWBEE) cribbing with parallel Steel Sheet Pile (SSP) walls. The SSP walls will consist of PZC-26 sheet pile (or equivalent) connected with 2MC18x51.9 wales and 1.75-inch diameter tie rods. The base bid for the East Extension would be +/-40 feet wide and +/-220 feet long(total of +/-470 linear feet). These SSP walls will be filled with granular fill. A steel reinforced concrete cap will be placed 2 feet thick with the main reinforcement being #9 bars at 8-inch intervals. The piles are to be driven to EL 522 feet (LWD -47.2 feet), for a total height of 59.2 feet, bringing the top elevation of the CWBEE to the authorized height (EL 581.2 feet/LWD +12 feet). Project will also include removal of existing concrete as necessary for construction, clearing of drive line, monitoring existing structures during construction, construction of small retaining wall and reinstallation of existing harbor light in way of the repair. Options for the east extension will include up to an additional +/-350 feet of parallel SSP walls (total of 700 linear feet), using similar construction techniques. This area will also include the concrete cap, granular fill, removal of existing concrete as necessary for construction, clearing of drive line, monitoring existing structures during construction. The estimated magnitude for this action is between $5,000,000 and $10,000,000 SOLICITATION WEBSITE: The official solicitation and any subsequent amendments or updates, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. This will be a 100% Small Business Set-Aside competitive procurement. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. Note: A response is not required at this time. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award.
