- DRAFT Request for Solution (RFS) for Program Executive Office (PEO) Business and Enterprise Systems (BES) Mobile Application Team Prototype Process - Other Transaction in accordance with (IAW) 10 U.S.C. 2371b Potential Issuance of Request for Solutions (RFS) under Other Transaction Authority (OTA): Business and Enterprise Systems (BES) Program Executive Office (PEO) Mobile Process Prototype 1.0 Purpose This is a special notice to provide advanced notification of an upcoming RFS to be issued on behalf of the BES PEO. For this project, BES seeks a prototyped process enabling the Government to staff and manage a mobile applications development team that delivers mobile applications across multiple devices (iOS, Android, etc.). The mobile applications will access operational systems (in and outside of the BES portfolio) in varying hosting environments to include cloud. The information provided in this RFS is intended to ensure that to the maximum extent practicable, competitive procedures are used when entering into agreements to carry out this prototype project. 2.0 BES Background and Mission: The United States Air Force Business and Enterprise Systems Directorate is the Information Technology (IT) leader for the Air Force community and Department of Defense (DoD), delivering comprehensive IT solutions and providing expert contracting, acquisition and program management. The BES’s mission is to operate, integrate and enable cost-effective, war-winning business capabilities. To do that BES desires to rapidly exploit technology and adopt innovation. 3.0 Acquisition Approach: The Air Force expects to engage in a prototype project via Other Transaction Authority in accordance with (IAW) 10 U.S. Code § 2371b. However, no final determination has been made regarding the Acquisition Approach. This notice is to provide potential vendors a preview of the DRAFT RFS. This notice does not constitute a request for solution or request for submissions of any kind and is not a commitment by the U.S. Government to procure any products or service. The Government will not reimburse any parties for costs associated with this notice. This posting is provided solely for administrative and outreach purposes.
