- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the The U.S. Army Public Health Center, Health Promotion and Wellness Directorate, Army Wellness Center Operations Division to procure K5 Wearable Metabolic Technology and Metabolic Carts without competition as prescribed in FAR 5.102(a)(6) and 5.203(a). Specifically, the Government will procure this system manufactured by Cosmed. COSMED is the sole manufacture of the patented K5. This is the only wearable metabolic analyzer on the market worldwide. The industry is highly specialized and does not have competitors for wearable technology. Exercise testing is a highly specialized field with very few competitors. COSMED is a leading metabolic research and manufacture of advanced testing equipment. COSMED makes the only mobile testing device in the world - The K5. This device adds an extremely necessary component to target the "at risk" population to reduce injury and medical non-­ readiness. The North American Industry Classification System (NAICS) for this requirement is 334510 and PSC 6515. USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
