- COMMERCIAL ITEM EVALUATION: The Contracting Officer intends to evaluate quotes on the basis of price after determination of responsibility and responsiveness. Award will be done All-or-None, F.O.B. SPECIAL INSTRUCTIONS: Offers will be considered from foreign firms (with Africa-First preference), US-based vendors, and GSA Schedule holders with applicable clauses as appropriate. Vendors are responsible for arranging shipping to its final destination in Somalia regardless of weather, customs, or security concerns and are encouraged to coordinate efforts with the customer to facilitate delivery. The vendor ™s subject matter expert will travel by MilAir from Camp Lemonnier in Djibouti and will have food and lodging provided once on the ground at Baledogle Military Airport; SPOT registration is required beforehand. Note that Somali firms may be exempt from this requirement if they live in the region.
