Description
STATEMENT OF WORK ILLINOIS STATE EZ PASS TOLL COLLECTION TRANSPONDERS 103RD EXPEDITIONARY SUSTAINMENT COMMAND Special Provisions and General Project Information: 1. The Contractor shall prepare a technical and price proposal for Illinois STATE EZ PASS TOLL COLLECTION TRANSPONDERS for the 103rd Expeditionary Sustainment Command. 2. Project Title: Illinois State EZ Pass Toll Collection Transponders 3. Project Number: PR# 4. Project Description: This is a supply contract to provide prepaid tolls for tactical and non-tactical vehicles. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The work to be performed under this contract will be performed at EZ PASS toll booths located throughout Pennsylvania, New York Massachusetts, New Jersey, Ohio, Indiana, and Illinois. All passages through Pennsylvania, New York, Massachusetts, New Jersey, Ohio, Indiana, and Illinois require routes through toll bridges. Thus in order for 103RD ESC and their down trace unit to perform their missions it is essential that prepaid EZ Passes are available. If not contracted in a timely fashion, mission/training will have to be placed on hold until the requirement is met. Their excessive need of travel through toll bridges make it too costly to utilize any other means of transportation which makes contracting prepaid EZPASS more cost effective to the government. The 103RD ESC, and their downtrace currently have a total of 1345 commercial vehicles (Tactical, non-tactical and trailers). EZ PASS requires each vehicle to maintain its own EZ PASS in order to prevent unauthorized usage. Prepaid tolls are allocated utilizing total number of axles times $50. It is important to note that the 1345 vehicles listed does NOT reflect the number of vehicles that WILL be using EZ-Pass, this number should be far less. 5. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide tolls for tactical/non tactical vehicles necessary to perform missions using toll roads as defined in this Statement of work except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 6. The Contractor shall furnish all equipment and services required to perform work under this contract. 7. Provide 300 prepaid tolls for all tactical and non-tactical vehicles for 103RD ESC, and their down trace units utilizing toll routes. 8. Contractor shall provide 300 prepaid tolls for tactical and non-tactical vehicles. 9. The Government will award a Firm Fixed Price Contract. 10. Work hours for this project shall be the normal working hours from 7AM to 7AM Sunday thru Sunday to include Federal holidays and when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 11. Project completion for the Project estimated to be 12 September 2019, twelve months (12) after award date. Period of Performance 13 September 2018 thru 12 September 2019. Option Year (1), if exercised for continuity, will be from 13 September 2019 to 12 September 2020. At no time is the Government obligated to exercise the Option Year clause; after the first year concludes, the Government may terminate the contract at its convenience. 12.
