Description
NOTICE OF INTENT TO SOLE SOURCE, Surface Water Monitoring of Verde River Watershed Grade Control Structure-Base and Four Option Years Ref. No. 140R3018Q0218 This solicitation is being advertised as a noncompetitive sole source solicitation, because results of market research has lead the Government to believe that there is only one responsible source and no other supplies or services will satisfy agency requirements. The Bureau of Reclamation has a requirement for a contractor to obtain surface water monitoring data the Verde River Watershed pre- and post-Grade Control Structure installation. Contractor will generate, process and provide data for one surface water monitoring location featuring Salt River Project Flowtography (registered) technology. The Flowtogpraphy technology uses high-resolution time-lapse photography coupled with a depth indicating, graduated event gage within the frame of the image. Images will be required to be taken every 15 minutes. Contractor will collect pressure transducer data and analyze images to verify stage and estimate stream flow at the selected monitoring location. Below is a summary of items to be provided by Contractor (per year): 1. Site operation and maintenance, servicing and data collection - up to 6 visits (including break-fix events) 2. Data processing, compilation and support - stage, in feet, derived from Salt River Project Flowtography Site monitoring and pressure transducer data - Flow, in cubic feet/second (cfs) estimated based on stage data and established rating - Time-lapse video(s) of compiled Salt River Project Flowtography Site monitoring images (daily cfs) - Support with interpretation, analysis, co-publishing and peer review as appropriate 3. Webpage development for data repository and viewing - Stage and flow data in tabular and graphical format on AZWaterGage.com The work involves surface water monitoring, data collection and processing from one location in the Verde River watershed. The Verde River is a renewable surface water supply and a primary resource for the Phoenix metropolitan region. Data collected from ephemeral drainage channels will provide unique information to better understand watershed function. Surface water monitoring will be conducted in association with GCS installations to assess the hydrologic impacts of GCSs to inform policy The data will be used to better understand hydrologic conditions for enhanced watershed management; to assess impacts on surface water rights and on environmental conditions; and to assess potential stormflow mitigation effects of GCS installations following forest thinning. The NAICS for this action is 541620, Environmental Consulting Services, which has a small business size standard of $15 million. Award is anticipated in September 2018. The resulting contract will be a Firm-Fixed Price Purchase Order for a period of one year, plus 4 option years for continued services. All responsible sources may submit, via e-mail, a quotation, capability statement or proposal, with an explanation and evidence as to how your company will provide maintenance and support, manage, maintain, and repair software that is otherwise proprietary by Monday, August 20, 2018, which shall be considered by the agency.
