Description

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to complete a sole source award for a 12 month base and (3) annual option years to obtain the space, resources and services necessary to create a VA New England Healthcare Footprint to conduct outreach operations for the purposes of educating and enrolling veterans in the VA New England Healthcare System. iHeart Communications Inc. is the only company that owns and operates broadcasting rights across radio stations that are geographically located in our targeted market of New England and that are able to broadcast Boston Celtics games. The VA Outreach office will be responsible for any design and creative content that is for advertising and public service announcement material. Since the intent is to procure these services on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 515111. The FSC/PSC is R701. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2). The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
