REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT ALM-288 Countermeasure Test Set (CTS) Part #188110-7001/NSN 4920-01-423-4647EW; Part #188100-7001/NSN 4920-01-423-8143EW AFLCMC/WNKAB Robins AFB, GA CAUTION: This Request for Information (RFI) will be used to identify potential sources in the industry that may be interested in acquisition opportunities with the Government. The Government is conducting market research via this RFI/Source Sought to identify potential sources that possess the production data, expertise, capabilities, and experience to meet qualification requirements to produce the ALM-288 Countermeasure Test Set (CTS). These parts have been screened as AMC/AMSC 3/R. AMC 3 means they have been acquired, for the second or subsequent time, directly from the actual manufacturer, BAE Systems Information and Electronics. AMSC R means the Government does not own the data or the rights to the data needed to purchase this part from additional sources, and it has been determined to be uneconomical to buy the data or rights to the data. The Government does not own or have access to production data or drawings for these items. Additionally, the government does not have access or rights to any TOs, parts prints, specifications, or reference material for the ALM-288 to include in this RFI. The Air Force is not in possession of a similar tester or any TOs, parts prints, specifications, or reference material of a similar tester. There are no ALM-288 testers available for potential suppliers to evaluate. The Government has determined these items are non-commercial items. Both large and small businesses are encouraged to participate in this survey. However, this Sources Sought/RFI will, in part, assist the Air Force in determining set-aside potential. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. In accordance with FAR 52.215-3: •(a) The Government does not intend to award a contract on the basis of this market research or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. •(b) Although "proposal" and "offeror" are used in this sources sought synopsis, your response will be treated as information only. It shall not be used as a proposal. •(c) This RFI is issued for the purpose of market research. INSTRUCTIONS: •1. The document(s) below contain a description of the ALM-288 CTS requirement and a Contractor Capability Survey to allow you to provide your company's capability to meet this requirement. •2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) •3. Both large and small businesses are encouraged to participate in this RFI. Joint ventures or teaming arrangements are encouraged. •4. Responses must be submitted electronically via AMRDEC SAFE ( https://safe.amrdec.army.mi/safe/ ) to: •· Sandra Harvey ( sandra.harvey.2@us.af.mil ) •· Dana Cole ( dana.cole.1@us.af.mil ) •· Milan Damnjanovic ( milan.damnjanovic.1@us.af.mil ) •· Larry Allen ( larry.allen.3@us.af.mil ) •· Erica Busch ( erica.busch@us.af.mil ) PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to manufacture the ALM-288 CTS equipment listed below: NOUN NSN P/N Test Set, Countermeasure 4920-01-423-4674EW 188110-7001 Test Set, Countermeasure w/Case 4920-01-423-8143EW 188100-7001 The ALM-288 CTS performs functional check tests to ensure that all pins/contacts are operational and that the proper current duration and amplitude is being supplied to the firing pins of the ALE-40-45/47 chaff and flares dispenser. The Government's need for production is required to support initial fielding for B-52; support of FMS; and current user platforms. Therefore, this production strategy will consist of a two-year contract (one basic year plus one annual option period. The projected quantities will be Best Estimated Quantities (BEQs) of 65 EA per year. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. The AF does not own any proprietary data associated with this effort. Note: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The purpose of this RFI is to identify sources that can manufacture the ALM-288 Countermeasure Test Set (CTS). The Air Force has not made a commitment to procure any of the items/services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. What quality assurance processes and test qualification practices does your company employ? Provide a description of your quality program (ISO 9001, AS9100, etc.). •3. Describe your company's experience in generating technical data, engineering drawings, and manuals. Identify the software programs used to generate data products and formats available for generated information. •4. Describe your company's past and/or current experience on projects related to commercially indicated countermeasure test sets similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). •5. Describe your company's previous experience provisioning for USAF contracts, supporting cataloging actions, and providing Item Unique Identification (IUID) information? •B. Manufacturing Questions •1. How will your company address the absence of drawings, specifications, technical data, test procedures, etc. for the ALM-288 CTS? •2. If the test set cannot be produced in total, state what your company can produce, i.e. components of the test set, software, testing equipment, the case only, etc. •3. State any technology insertion ideas for the item that would be suitable for this effort. •4. Discuss any reverse engineering or item replacement opportunities that may be present. •5. Does your company produce a similar CTS that is offered to the USAF or commercial sector? If so, is the product offered under similar terms and conditions to both the Government and commercial sectors? Briefly describe any differences. •6. What type of standard warranty would be provided on the ALM-288 CTS to include labor/technical support, covered parts, and length of warranty? •7. Does your company have the capability to provide a first article, and what previous experience has your company had with providing first articles? •C. Business Practices •1.
