- The Federal Bureau of Prisons, United States Penitentiary Big Sandy located in Inez, Kentucky, is issuing this solicitation for the requirements of: QUARTERLY SUBSISTENCE (GENERAL ITEMS). This solicitation is a 100% Small Business set aside. The NAICS code for this solicitation is 311999. Deliveries will begin as soon as the award document is received by the vendor, from the Contracting Officer, but not later than 15 days after receiving award documents. Deliveries will be made to the United States Penitentiary Big Sandy, 1197 Airport Road, Inez, KY 41224. The Government reserves the right to make single or multiple awards based on best value. The Government will award to the responsible quoter(s) whose quote, conforming to the solicitation, is most advantageous to the Government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, past performance, quality, comparison with other offers, and administrative cost. Awards will be issued with a Purchase Card or through a Purchase Order, SF-1449. The solicitation will be made available on or about August 10, 2018, and will be posted to the General Services Administration Federal Business Opportunities website: http://www.fbo.gov. All future information about this solicitation, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to insure they have the most up to date information about this solicitation. The anticipated due date for receipt of quotes is August 24, 2018, by 2:00 PM, Eastern Standard Time. However, this is a projected estimate and quoters should refer to Page 1 of the solicitation, Block #8, for the actual date and time quotations are due. The point of contact for all information regarding this solicitation is Lance M. Wiley, lwiley@bop.gov, Supervisory Contract Specialist. Completed offers must be sent electronically to lwiley@bop.gov or hand delivered before the due date and time as indicated in block 8 of the solicitation. The anticipated award date is October 1, 2018. The only format in which questions will be answered is by e mail (no phone calls please). Faith Based and Community Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible.
