Description
This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed-price purchase order on a sole source basis to the Coastal Resources Management Council, 4808 Tower Hill Road, Wakefield, RI 02879-2392 (DUNS: 362195153), in accordance with FAR Part 15 and FAR Subpart 6.302-1 for structural monitoring project for development of design standards for wind turbine structures. The Block Island Wind Farm (BIWF) is the Nation ¿s first commercial offshore wind farm. The BIWF, constructed offshore Rhode Island in state waters, has completed its commissioning and testing phases and begun commercial operations delivering electricity into the New England region ¿s grid on a regular basis. The Rhode Island Coastal Resources Management Council (CRMC), as the State ¿s chief permitting authority for the BIWF, is the only entity that possess the legal authority (through the existing Permit) necessary to allow the installation of structural monitors on the BIWF and thereby meet the requirements for collecting data. It is anticipated that a purchase order award will occur on or before November 2018. The anticipated period of performance for this Firm-Fixed-Price (FFP) project is 24 months from date of award. The applicable NAICS Code is 541715 (Research and Development in the Physical, Engineering, and Live Sciences (except Nanotechnology and Biotechnology). This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a quotation which shall be considered by the agency if received by the Point of Contact (POC) listed below by 12:00 p.m., August 31, 2018 (reference Solicitation No. 140E0118R0010). A determination by the Government not to compete this action based on this notice is within the discretion of the Government.
