Scanning- Answers to Questions Received This sources sought notice is amended to add Questions and Answers the Government received. Due to the delay in posting the responses the notice is extended by 2 days.SOURCES SOUGHT SCANNING SERVICES OF MAIL IN SUPPORT OF POSTAL OPERATIONS INTRODUCTION The Regional Contracting Center-Afghanistan, Bagram AF, Afghanistan, APO AE 09354 Is issuing this sources sought synopsis as a means of conducting market research to identify parties having the capabilities and the resources to support mail scanning services for the Postal Operations in Afghanistan. This is Market Research Only. DISCLAIMER "THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Federal Business Opportunity (FBO). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement". PROGRAM BACKGROUND The Government currently provides Postal Operations throughout Afghanistan. In accordance with these assignments, operations include providing services for Army Post Offices (APOs), Satellite Army Post Offices (SAPOs), Military Address Only (MAOs) throughout Afghanistan which include being able to Perform, Processing and Distribution (Operations Section) including Open Parcel Inspection, Accountable Mail, Postal Claims, Postal Supply, Finance Operations, Directory Mail and transportation of mail or related type contracts. The Government is looking for potential sources who may be able to provide scanning capabilities of prograde mail. REQUIRED CAPABILITIES: The Contractor would be responsible to provide full service for scanning prograde (incoming) mail at Bahrain or split between Kandahar (KAF) and Bagram (BAF) Airfields in Afghanistan. Service would include providing all equipment/personnel to include; 5 each - x-ray scanners- dual voltage, monitors, cables, software and accessories, and any other items required for full operation of equipment. Contractor will ensure equipment includes warranty/maintenance. Contractor would need to ensure machines are big enough to scan entire tri-wall (40x48x45) at a time. All tri-walls are scanned, x-ray image is reviewed and screened by a trained X-ray technicians. If any violations founded within the tri-wall, the contract is responsible breaking down that tri-wall and every piece is individually scanned further Estimated volume of mail is 10 million per year. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. ELIGIBILITY: The applicable NAICS code for this requirement is 423850 (Law Enforcement Equipment) with a Small Business Size Standard of 100 employees. The Product Service Code (PSC) is R604 under Mailing and Distribution Services. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) All questions must be submitted to the contract specialist by 31 July 8 @10:00pm eastern time to sherry.a.breton.ctr@mail.mil and keith.l.legette.mil@mail.mil, Subject line should read: W91B4N-18-Q-0001-Postal Scanning Capability Statement Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 4 pm, EST, 11 August 2018. All responses under this Sources Sought Notice must be e-mailed to sherry.a.breton.ctr@mail.mil and keith.l.legette.mil@mail.mil, All Capability Statements must include the following in the Subject Line: W91B4N-18-Q-0001- Postal Scanning Capability Statement. Capability Statements must be sent electronically and all documents must be in English. This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 6.) All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Documents will not be returned. No phone calls will be accepted. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
