Description
This is a notice of intent to sole source a procurement under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures and FAR Part 6.302-1, Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 511210. The USMC Regional Contracting Office (RCO) - Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to: Copyright Clearance Center 222 Rosewood Drive Danvers, MA 01923 The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(2)(i)(A), as only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is in support of the Marine Corps University - Expeditionary Warfare School. The Annual Copyright License for Academic Institutions and Copyright Clearence Center allows the purchase of copyright licenses for print and electronic books, print and electronic journal, print and electronic independent articles from multiple sources, to include newspapers, magazines and websites, and images as required to support the educational mission of the Marine Corps University. In order for the Marine Corps University to efficently use and share published content to ensure copyright compliance, this sole source effort follows. Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around Aug 18, 2018, in accordance with FAR Part 13 procedures. The anticipated contract is for a period of performance from 20 Aug 2018 through 19 Aug 2019, with four 12-month option periods, to be exercised at the discretion of the Government. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to michael.bogatyr@usmc.mil no later than 14 Aug 2018, 12:00 p.m. Eastern Time. Late responses will not be considered.
